I answered them to the best of my ability here. I need responses to the questions in that post so I know what exactly you’re looking for when I talk to Europeia next, otherwise, we’re going to continue talking past each other.
I understood your answers, that’s why I asked new questions but fair enough. I’m just trying to understand what strings are attached. ‘Europeia’ the in-character government means something different from ‘Europeia’ the out-of-character administration team granting us access to a program they host (if they’re hosting it at all — that’s why I’m asking who ‘Europeia’ is here). And at the end of the day, I know the code for Asperta is publicly visible, but there’s very little anyone can do with it and what matters for that at a real-world level is whether ‘Europeia’ is an entity that holds ownership or copyright over the code. Maybe those are the same entity, but if not, that’s why I’m asking how the person/people running the bot have access to run the bot. It might never be an issue, but I would rather we be aware of who can actually come back in a year and say — just to throw out one example — “hey, we’re not so keen on y’all recruiting from Europeia after all.”
Gotcha, okay. We did ask this question initially and was reassured that there were no strings attached, that this was coming from the IC Republic of Europeia and that the IC govt wanted their allies to be stronger via use of this recruitment tool as well.
As for who to contact, I’m in 21 Tomlinson Street, Euro’s discord server for executive affairs, as a member of the Asperta User Group. Whomever is going to assist with running our recruitment long-term will also get an invite, so we can disseminate information they pass there.
I haven’t actually seen the code myself, does it not contain a license or record of who initially created it/uploaded it in a README? Otherwise I was previously informed that Europeia is the entity that owns the code.

Okay, fair enough. I do think it’s worth noting the strings that may be attached unintentionally — the Europeian government probably can’t obligate anyone to keep paying real-life money to keep the bot online and can’t obligate future administrations to keep the same no-strings-attached policy — but that’s understandable. I just wanted to avoid a messy situation where the entity hosting the bot isn’t technically the same entity that owns the code, because then that raises the question of whether the whole no-strings-attached thing is coming from both of them.
It has no license — if there was, we wouldn’t need to discuss any of this, we’d just follow the terms of the license. There’s commits from UPC and Darcness. Is the idea that the in-character government of Europeia owns the code?
Yes. To your question above this quote, the in-character government is also maintaining and running the bot.
At some point, we will need to have a reckoning with how tech is handled as it relates to the IC government here in TSP as well. For me, it’s too much of a grey zone on how much the PM or the Delegate is meant to update SWAN, for instance.
