Who is “Europeia” here? The IC government? The OOC administration team? I’m a little confused about (a) who controls access to the bot, (b) who contributes code to the bot, and (c) who pays the real-life bills for the bot to keep running.
I also am still really confused why this is in the Assembly. This really sounds like an executive program.
