Now that we have (most) of our recruitment hardware set up and ready to go, I figure it’s time to formalize how we will initially run this program, with Assembly approval. Some details going into this:
The bot “Swakistek”, also known as “Asperta” and currently “Recruitment Bot” on our server, is restricted in communications to a private channel in the Government Halls category called "#recruitment.
Those with the “Recruitment Manager” and “Recruiter” roles are the only ones with access to the channel. I am the sole Recruitment Manager, and have appointed no other Recruiters at this time, in part because I wanted to identify them via this resolution.
The secrecy over access is because the bot will reserve nations in the queue for any particular user that clicks the “Recruit” button (see below) thereby closing off those nations to that one user, regardless if they send the telegrams or not. We want to avoid wasting potential recruits this way.
I’m slowly working on a broader executive branch legislation rework, to include formalizing more offices and identifying specific Ministries that will now permanently keep, but I didn’t want to rush that process and make this a law that would need double-work. Hence this resolution, which will be cancelled/repealed by vote of the Assembly with that new rework.

Users are TBD, I wanted to get some feelers out publicly for this, and see if folks are good with recruiting at least somewhat regularly while we don’t have any rewards programs in place. Would rather keep this group to trusted nations, obviously.
I don’t think this should be a resolution — it’s much more simple, predictable, and accessible to make this an act (that’s actually called an act).

Who’s hosting the bot?
Under what terms do they have access to run the bot?
Do they have access to the code? If so, under what terms?
For how long do they have access to the code, or to some executable program, to host the bot?
Are they promised access to future updates, including updates to stay on top of NationStates rule changes? If not, who’s checking the version we have for legality?
I firmly believe that recruitment should be something handled beyond the confines of a pure political office/appointment, and this was my best idea to formalize that belief beyond trying to write a new office into law with short legislation. If we leave it solely to the executive to implement, the next PM could theoretically kill the program day one a la Executive Order 25, abolishing the staffer system. Obviously if the Assembly doesn’t agree then I’ll continue on until I cannot, for whatever reason.
Although;
I would rather rewrite our laws in its entirety than to introduce a new act for a specific purpose without digging into the new legal relationships that would exist. To that end, I’ll pursue it, but you have other questions.
I don’t know the technical details behind how Discord identifies bots. As far as I’m aware, it’s hosted by the Republic of Europeia and is maintained by the same entity. Choice of words was specific here.
Could you clarify this question further? The bot we have on the server, Swakistek#6065, is running 24/7.

If your concern is there’s no recruitment activities the executive is engaged in, why do you want a resolution passed by the assembly? Wouldn’t a Ministry be more efficient at it? And also safer from PM interference if that’s your concern?
Who is “Europeia” here? The IC government? The OOC administration team? I’m a little confused about (a) who controls access to the bot, (b) who contributes code to the bot, and (c) who pays the real-life bills for the bot to keep running.
I also am still really confused why this is in the Assembly. This really sounds like an executive program.
