Why does this need an Assembly Resolution, rather than just being something the executive can implement?

I firmly believe that recruitment should be something handled beyond the confines of a pure political office/appointment, and this was my best idea to formalize that belief beyond trying to write a new office into law with short legislation. If we leave it solely to the executive to implement, the next PM could theoretically kill the program day one a la Executive Order 25, abolishing the staffer system. Obviously if the Assembly doesn’t agree then I’ll continue on until I cannot, for whatever reason.

I don’t think this should be a resolution — it’s much more simple, predictable, and accessible to make this an act (that’s actually called an act).

I would rather rewrite our laws in its entirety than to introduce a new act for a specific purpose without digging into the new legal relationships that would exist. To that end, I’ll pursue it, but you have other questions.

Who’s hosting the bot?

I don’t know the technical details behind how Discord identifies bots. As far as I’m aware, it’s hosted by the Republic of Europeia and is maintained by the same entity. Choice of words was specific here.

Are they promised access to future updates, including updates to stay on top of NationStates rule changes? If not, who’s checking the version we have for legality?

Europeia promised to keep it updated with NS rule changes and ensure its legality.
