Office of the Cabinet

United Disney States is on vacation but they’ve done great work taking the initiative on recruitment. In March, we sent out almost 1,300 recruitment telegrams. In addition there’s ongoing work with the new CitComm templates and I’ve also appreciated their willingness to step in for others and be a team player such as with our event with Perdition or with sending out the March 22 Cabinet update across all our platforms.

I don’t know if Drew or Slab have been online in the past two days but will give them a ping backstage.

Greetings to the South Pacific,

Folks, let’s get down to business, fast and dirty. Three months is not a long time, and we’ve got our agenda laid out before us.

First, we’re revamping our internal understandings of foreign affairs and how we currently tie in and could tie in to the broader NS world. I’m bringing @Blockbuster2k43 on to the FA Council for this conversation, to start getting their feet wet, but we will include the rest of the Assembly when we’ve got a coherent explanation of how we got to where we’re at, and some options for where we think the future could go. This is (hopefully) my last go-around as the head honcho, so I don’t want to pencil in any specific direction to my successor. Let’s give them more tools for success.

Second, and speaking of tools for success, we have to keep up the push on recruitment. Four South Pacificans sent recruitment telegrams out in the month of April via Asperta, the recruitment bot from Europeia, and I’d love to see those numbers increase. Massive thank you to @Franz (1688), @Silva (384), @Welly (192), and @UnitedDisneyStates (16) for sending out telegrams. I should strive to be as productive as y’all. We’ll recognize the top three folks in recruitment monthly, and if you’re interested, reach out.

Third, we’d better work on more culture events on the RMB. SwanVision was a great success (to my eyes, in any case!) and I got some great feedback from a prominent RMB participant that I’m engaging with here soon. Please, if you or someone you know has ideas for events to run or fun culture items we could do, reach out to me and let’s see what we can make happen. I can’t run everything, but I can give you the tools you need, I just need to know you need them.

Well, that’s all I’ve got for now. Keep being the best feeder in NationStates, drink lots of SPIT, pet the hockey llamas, and let’s do good things.

As always, we are at your service.

Yours Truly,

@ProfessorHenn / Sporaltryus

I’m rather concerned about this inaugural address. It seems to me that your priorities are mainly FA and recruitment, but I don’t know if I see an overarching vision for where you want to take TSP over the next three months or an idea for how you want to continue developing regional life. You place much emphasis on recruitment, but what kind of region do you want to develop for those whom we recruit? Will it be just one where we do RMB events? Is there nothing else for those who remain on the server or on the forum? No media? No contests? No other engaging activities where people can make a name for themselves? I know you say people should feel free to step forward with ideas, but as Prime Minister surely you have a vision of your own?

This is what I campaigned on and intend to implement. I can support other culture events and ideas as applicable, but there is not enough time and energy available to me to cover culture the way I would want to, in addition to everything else on my plate. That is why I have been encouraging folks to reach out if they have ideas. The kind of region I want to bring folks into is one where the government works with folks to implement the ideas brought forth, if the government falls short in an area.

Separately, I am making a change to the composition of the Foreign Affairs Council. Military officers will be removed from FAC on the sole basis of their being an officer. Primarily, this is intended to streamline discussions into our officer channel on Discord, and to help maintain the security of FAC to those specifically chosen to serve rather than a blanket selection. The current FAC is myself, LordNwahs, Pronoun, Penguin, Welly, and Blockbuster2K43.

I acknowledge and respect that this is what you campaigned on, but I don’t think that’s sufficient reason not to make culture a proper pillar of your government, if not by your direct action then by appointing a minister who will make it a priority and help you integrate it into your regional vision; that is, after all, the point of having ministers. I go back to my earlier question: what kind of region do you want to develop for those whom we recruit? If we don’t have a culture policy then we aren’t setting the stage to properly engage and retain those whom we recruit.

I’ve had some folks reach out about becoming Minister, and am mulling over a decision on that.

Greetings,

The High Court has expressed an interest in opening a judicial selection process. While no appointment to the Court is guaranteed, under the remainder of my term or under PM Kringle’s, all interested are welcome to submit their application at the following link: https://forms.gle/ZJdrb7zEGrpYV6np6

Hello. I would like to know what the Prime Minister and the Ministers have done/planned to implement their respective agendas.

I am happy to lay on the table what I’ve gotten done as MoD, as well as what you can expect from the last month of my term. I’ll keep it as simple as possible, giving you a list of what has been done and what is yet to come for the ministry and the SPSF.

1) What have we gotten done?

  • The application backlog that had accumulated since May has been cleared and applications are now being regularly processed again.
  • A personnel audit was performed as promised, though I must admit it was a bit more of a dreary affair than I had hoped. Though I note hopefully that a couple previously inactive people have returned to activity, which has raised our spirits greatly.
  • Internal policies surrounding application processing were amended to reduce processing times. The biggest change had to do with the timing of a CitComm IP check: previously, policy was that someone needed to have passed a Citizenship application check or a separate IP check in order to be admitted to the SPSF at all. Now, policy has been changed to allow us to start basic training pending that check and make that check passing a condition for promotion to Ensign.
  • Training has been quite a lot more active. We have started utilizing downtime in Libcord to run staged detags, Liberations and triggering training. We’ve welcomed one new officer into the Wardroom and a couple of cadets are now in active training as well.
  • Utopia was appointed as Tidal Force Coordinator. With a small amount of guidance from myself, he actually built a system for off-update detags for the Tidal Force. It’s ready for implementation. Unfortunately, it was around that time that raider tagging severely dropped off and the on-update crew cleared the remaining tags. This plus the still-going delegate transition has paused it’s implementation.
  • A new “Enlistment Office” thread is ready for implementation to overhaul the SPSF application. Desired changes to the Getting Involved wizard have been sent to Kringle as admin, and I am awaiting his action there.
  • A new Ensign training guide has been written. There was some backwards-incompatible changes to the way the encryption of the training guides work that delayed it’s implementation.
  • A conversation has started in the assembly about potential changes to the SPSF’S limits on offensive actions. We are now awaiting the results of a case in the High Court on the matter before continuing.
  • The early stages of planning for the upcoming Defender Awards, hosted this year by TSP, has begun.
  • Tonight there will be a ribbon ceremony honoring those who joined us for the climactic liberation of Liberty Islands.
  • A regular recruitment messaging campaign has been started in the RMB.

2) What things should we look to see from the ministry over this month?

  • I would like to publish a report of the last few months. This, I fear, is the biggest task that slipped through the cracks for me.
  • We had briefly started an event involving the Tidal Force with the RRA that TRR pulled out from at the start of the moderation crisis. If that can be cleared up soon, I want to see that resume.
  • I have on my own been working on a proposal to the Wardroom to reform some of our rank policies, especially around retirement and reservist ranks. I’m looking to ramp up that conversation soon and push it through before the end of the term.
  • If the more important stuff gets handled, I would like to turn my attention to the history project I had mentioned. I view this as a lesser priority, however.

There may well be things not immediately coming to my mind in both lists. A lot of things were complicated this term by the sudden shift in the state of R/D that occurred at the start of the term. I would love to answer any questions you, Silva, or anyone else may have.

My fellow South Pacificans,

The sun is now setting on the second day of this new term, and the time has come to open a new line of communication. I laid before you in the past couple of weeks a very ambitious agenda. I have heard time and time again that members of our community are dismayed by administrations promising much and achieving little. I cannot promise perfection, but I hope to earn back your trust in active governance.

To that end, each and every Sunday evening until the end of my term you can expect one of these Fireside Chats, where I will share what the Cabinet and I have done in the past week as well as what you should expect from us in the near future. This doubles both as a way for us to keep the region informed about upcoming events and opportunities as well as a way for you to keep us accountable to the things we say we are going to do. As I have time, I will also do my best to answer questions in this thread or on Discord.

So, let’s start off: what has already happened in the first two days?

As of right now, the bulk of the Cabinet is in the process of being confirmed by the Assembly. Those votes are set to conclude on November 5th, at which time Utopia, Hya and Welly will begin their work in earnest as MoC, MoD and MoFA respectively. Trivalve will no doubt soon follow as MoI. I have been in close conversation with all of them about the work I can do to make sure they have a speedy start on their agendas.

The bulk of past two days’ efforts have gone into creating a temporary home for executive applications. We felt it important to be able to recruit people as soon as possible to being the work of those groups as soon as possible, but we know that a long-term modification to the Getting Involved Wizard will take some time. As of now, applications are open for the Ambassador Corps, Recruitment Team, and Culture Project Groups (including groups for: Holiday Planning, a Newspaper, the Wiki and Resident Spotlights). You can find the form here: TSP Temporary Executive Application Hub

Outside of the applications hub, the declarations period for RMB mayor opened up today with an announcement via regional telegram. People looking to run for Mayor should declare their candidacy by pinging Utopia in the RMB. Additionally, Cabinet Order 58 was given to have the on-site regional officers reflect the transition.

What can you expect from the Cabinet in the next week?

The pace is going to significantly increase with a fully empowered Cabinet and more time. To make this reading easier, I’ll present this in list format:

  1. Those who have filled out the executive applications will begin to hear back about them in the next few days, particularly as the Cabinet is confirmed.

  2. Friday will be a first of many weekly game nights. A poll will be sent out earlier in the week for people to vote on which game they would like to play. The exact time on Friday will also be announced then.

  3. Work will begin on the regional newspaper, the first issue of which is set to publish the following week. As much of the infrastructure as possible and as much of the team as is willing will be salvaged from the South Seas Gazette project of a few months ago.

  4. Welly and I will make a series of visits to the servers of our allies, introducing ourselves and the administration.

  5. The first ambassadors will be appointed as Welly and I finalize the fine details of their responsibilities.

  6. The SPSF will, for the first time in a while, be training multiple new recruits at once, as we have seen a very promising influx of new applicants over the past several days.

  7. The DAC will likely have several new faces added to it, as it is transformed into the advisory body to the Ministries of Culture and Integration.

  8. Declarations for RMB mayor will end in a week, and the first round of voting will begin.

  9. Many, many, many, many conversations about the longer-term programs and reforms will be started, and initial fruits of those conversations will come to bear, though it’s hard to say with confidence which will become publically obvious in only the next week. I look forward to sharing more soon.

I welcome questions that any member of the community has. It’s incredibly likely that I have forgotten some things in the above list, as the first couple weeks I expect to be a bit hectic. I remain,

Faithfully yours,
Heliseum

My fellow South Pacificans,

The first week of the administration has come to a close! We got a lot done, but boy are we not starving for more to do. Let’s walk through what has happened, what you might be able to get involved in, and some things to look forward to.

Firstly, the entire cabinet is now in place! Utopia, Welly and Hya took office on the 5th and Trivalve took office on the 8th. Additionally, the discord infrastructure we need to get the executive groups off the ground has been put in place as of yesterday! Much has happened since those spaces were created.

We have recieved a good number of responses in the executive application, but we are definitely looking for more! If you are at all interested, please fill out an application here: Temporary Executive Application Hub.

Culture has gone off to the races. The declarations period for RMB mayor has closed and the first round of voting has now opened! Given the number of candidates, we have decided to split the candidates into two polls, the top three from each will go on to a final round.

We had a succesful game night on Friday! At its peak, we had 14 concurrent players on Cards Against NS, but with people coming in and out, we estimate about 20 people joined us over the night. It was great fun!

The infrastructure and workflows for the newspaper were all built, and the team is now writing. Unfortunately, due to how long it took us to build a critical mass of writers and get the infrastructure in place, we made the decision to push back the first publication date a week. The first revived TSSG article will be published on November 17th.

In FA news, we opened an embassy with Starlight! They are rapidly becoming a major player in defenderdom and it was high-time we begin more official cooperation. In celebration, the SPSF and GAS (Starlight’s military) are planning a tournament to happen this upcoming Saturday. Organizing this has been quite the collaboration of MoC, MoFA and MoD!

Welly has also made visits to around a dozen other regions

We’ve taken on updating several old dispatches, particularly from the SPSF. We know that there are tons that need to be done, stay tuned!

As mentioned last week, the SPSF is seeing quite an explosion of new recruits. Multiple training sessions have happened over the past week, which warms my heart.

I will once again present upcoming things in rapid-fire list format:

  1. Welly and I are, quite literally as I am writing this, discussing Ambassador appointments. Expect to hear about them very soon.

  2. Creation Day is on the 13th! Keep an eye out for a secret event. We will also have another game night on Friday.

  3. A tournament of Competetive Hell Detags is being held with Starlight next Saturday night / Sunday morning.

  4. The DAC is currently having a conversation about the Getting Involved Wizard. I cannot promise news in the next week, but hopefully soon.

  5. Recruiters should be in place in the next week. This was delayed a little bit, as Trivalve only gained full roles and such yesterday.

  6. An RMB Mayor will be elected by next week, who will be taking over the regional Polls!

  7. Much of the same longer-term work is still happening that I mentioned last week. Expect things in future chats not yet mentioned!

I welcome questions that any member of the community has. It’s incredibly likely that I have forgotten some things in the above list, as the first couple weeks I expect to be a bit hectic. I remain,

I think this should also be sent as a TG on NS.

Alternatively to a TG, it could be posted as a dispatch and pinned

Thank you for providing the update!

I’m hesitant to send it out as a TG because I don’t want to step on the Delegate’s toes of any messaging they wish to send out. I am happy to (after a quick review of the Regional Communications Act to make sure the text is compliant) post it in a pinned dispatch as Utopia suggested.

Done.
