The amendment by the Besernian Liberal Democrats has passed by a majority, with most parties, a few worthy mentioning that usually do not lift their whips among those who rarely use their whips, agreeing to let representatives vote “according to their conscience” on this.

The bill will enter its final reading and voting if no other opinion on the narcotics reform is voiced.


The bill now includes the following clauses;

  • Legalisation of marijuana for those above 30 on a similar level to existing procedures on tobacco; including a suggestion for use to combat tobacco addiction
  • Civilian import and export restrictions on narcotics (requirement of consent from the Ministry of Trade and Industry for any exchange or movement outside of Besern; likely a tier system of countries could be adopted by them)
  • Prohibition of mass-scale commercial production of dangerous narcotics, as well as reservations on their use (prohibition of sale intended for consumption, safety labelling mandatory)
  • Mandating the pardoning, releasing and if necessary, compensation of all prosecuted of drug crimes (some restrictions apply to those who’ve also been convicted of something else)
  • Further allocation of support in drug rehabilitation initiatives, as well as education on the War on Drugs and narcotics awareness (in the context of “just because it’s legal to do so doesn’t immediately mean it’s good for you”)
