Article 2065: Article 2061 is hereby repealed, as Article 2060, though limiting certain rights of citizens and legislators, constitutes a necessary, proportionate, and reasonable restriction adopted for the common good (cf. Art. 1621 §§ (1)(g) and 1(h)). Article 2061 fails to address, or provide a standard for determining, whether the restrictions imposed by Article 2060 satisfy the requirement of reasonableness.
The question of whether the restrictions imposed by Article 2060 are reasonable is hereby referred to the Supreme Court for determination, to be adjudicated following the conclusion of the judicial election and the swearing-in of the newly elected Justices.
