Observing that Amerion’s tenure as Delegate of the South Pacific has now concluded, thereby removing any potential separation of powers concerns from access to the Cabinet’s private areas or participation in Cabinet deliberations,
Summary | The Cabinet reassigns Regional Officer powers to recognize the recent changes in its membership.
Pursuant to our statutory authority under Article 2 of the Regional Officers Act, the Cabinet hereby directs the Delegate to carry out the following-
Roavin shall no longer hold a Regional Officer role reserved for the Cabinet.
Prime Minister Emodea shall be granted a Regional Officer position with all non-Border Control authorities, as required under the Regional Officers Act.
Minister of Culture Kylsevia shall be granted a Regional Officer position with the Appearance, Communications and Polls authorities.
Minister of Engagement United States of Vietnam shall be granted a Regional Officer position with the Appearance, Communications and Polls authorities.

Observing HumanSanity’s multiple successful tenures in the Cabinet of the South Pacific as Minister of Defense and Prime Minister,
Recalling HumanSanity’s extensive past involvement in prominent regions like Renegade Islands Alliance and 10000 Islands, and their significant contributions to the successes of both commended regions,
Noting that HumanSanity currently holds no position in The South Pacific that would cause concerns about separation of powers by having access to the Cabinet’s private area or participating in Cabinet discussions,
Hereby appoints HumanSanity as a Cabinet Advisor in pursuant to Section VI.(18) of the Charter of the South Pacific.

Observing that two vacancies in the Cabinet were created due to the resignation of Director of Office of World Assembly Legislation Blockbuster2K43 on April 28 due to real life concerns, and the recall of Minister of Media Wizard Ferret on May 01,
Noting that Article VI.(4) of the Charter of the Coalition of the South Pacific grants the Prime Minister the ability to appoint a new Director if a vacancy is created,
Further noting that Article 6.(1) of the Elections Act states that should less than half of the term remains, as is the case here, the Cabinet may appoint a replacement to serve until the next regularly scheduled election,
Highlighting the wondrous service of Tepertopia and Purple Hyacinth to the region in previous positions of power, which includes successful tenures as the Director of Office of World Assembly Legislation, Chair of the Assembly and Minister of Engagement,
Believing that these two stalwart South Pacificans are the perfect choices to fill up the current vacancies due to the enviable talent and sublime attitude they’ve showcased throughout their time in this region,
Hereby appoints Tepertopia as the new Director of Office of World Assembly Legislation and Purple Hyacinth as the new Minister of Media, in accordance with the aforementioned laws.

Using the authority granted to us by Article 2 of the Regional Officers Act, the Cabinet instructs the Delegate to carry out the following:
Remove Regional Officer powers from Emodea, Sandaoguo (in their capacity as the Minister of Foreign Affairs), and United States of Vietnam
Prime Minister Jay (nation: Qvait) shall be granted a Regional Officer position with all the powers granted to them as both the Prime Minister and member of the Council on Regional Security, as required under the Regional Officers Act.
Minister HumanSanity (nation of the same name) shall be granted a Regional Officer position with all the powers granted to them as the Minister of Foreign Affairs, including Embassy powers.
Minister Pronoun (nation: Esfalsa) shall retain their Regional Officer position with all the powers granted to them as the Minister of Defence.
Minister Griffindor (nation: Ebonhand) shall be granted a Regional Officer position with all the powers granted to them as the Minister of Engagement.

The Cabinet makes the following appointments:
Webs (The Web of Life and Destiny) is hereby appointed Minister of Defense. Due to no candidate running for the October 2022 Minister of Defense election, there was a vacancy that the Cabinet is empowered to fill under the Elections Act, Article 6, Section 1. Despite not being part of the SPSF, Webs has been active within TSP recently and brings knowledge and skills from previous positions outside of the region. We are confident that they will be an enthusiastic civilian leader.
Jag (Nouvel Empire) is hereby appointed OWL Director as per Article VI, Section 4 of the Charter, which instructs the Prime Minister to do so at the the beginning of each term. Jag has been an active member of OWL and was recommended by the outgoing Director, Anjo.
HumanSanity and Pronoun (Esfalsa) are hereby appointed Cabinet Advisors. As the previous term’s Ministers of Foreign Affairs and Defense, respectively, they have valuable knowledge of gameplay-related affairs.

The resignation of Jag left the position of OWL Director vacant. Under Article VI, Section 4 of the Charter, I hereby appoint @Sulen (Vox) as OWL Director to fill that vacancy.

The Prime Minister orders the abolition of the staffer system used by the Ministries of Culture and Engagement, and the Ambassador Corp used by the Ministry of Foreign Affairs. The Cabinet will submit a subsequent admin request in accordance with this guidance.

In accordance with Article 1, Section 2 of the Cultural Act, the Cabinet and Delegate are proud to proclaim the following days of observance for native South Pacificans that have received official recognition by the Security Council of the World Assembly.
Summary | The Cabinet issues clarification on legal ambiguities.
While exploring the law concerning the appointment of Cabinet Ministers, the Cabinet realized there existed ambiguity. Under the Charter, Article V, Sections 3 and 6 state the following:
(3) As leader of the Cabinet, the Prime Minister is responsible for overseeing a collective Cabinet agenda, and may give directions and instructions to the ministers. In addition, the Prime Minister will also be responsible for appointing and dismissing other ministers. Disputes within the Cabinet are subject to the majority decision and collective responsibility; where there is no majority the Prime Minister’s vote shall be the deciding one.

(6) Executive elections will be held every four months, where the Prime Minister will be up for election, while all Cabinet positions will be appointed by the Prime Minister.
However, the Elections Act, under Article 6, states the following in Section 1:
(1) A special election will be held for vacancies arising within the Cabinet, if at least half of the term remains. If less than half of the term remains, or the position is vacant due to nobody running in its election, the Cabinet may appoint a replacement until the next regularly scheduled election.
In recognition of the Charter’s supremacy over all other laws, and believing that the following will be the least disruptive to existing law, the Cabinet, under Article V, Section 15 , issues this Executive Order to amend the Elections Act, Article 6, Section 1 to read as:
(1) A special election will be held for a vacancy in the office of the Prime Minister. If at least half of the term remains, the elected Prime Minister will serve until the next regularly scheduled election. If less than half of the term remains, the elected Prime Minister will serve the remainder of the scheduled term and the additional subsequent full term.
