[2548.CN] Resolution to Vacate and Elect a New Chair

Distinguished Members of the Assembly:

As the Assembly is aware, @Welly has resigned from the position of Chair following their nomination by the Prime Minister to serve as Minister of Foreign Affairs. Nwahs has assumed the role of Chair on an interim basis but has indicated that they do not intend to complete the current term. Nwahs has invited the Assembly to vacate the Chair and select a successor. In light of this, I am introducing this resolution to vacate the Chair.

To ensure a smooth transition, it would be prudent for the Assembly to first agree on a successor before adopting this resolution, so that a vote to elect a new Chair can take place concurrently with this resolution.

November 2025 Resolution to Vacate the Chair

A resolution to vacate the Chair of the Assembly held by Nwahs

WHEREAS, Welly was duly elected to serve as Chair of the Assembly on June 4, 2025, and subsequently re-elected by the Assembly on September 30, 2025, to serve an additional term, set to conclude on January 1, 2026; and

WHEREAS, on October 29, 2025, Welly announced their intention to resign as Chair of the Assembly following their nomination by the Prime Minister to serve as Minister of Foreign Affairs; and

WHEREAS, on the same day, Welly appointed Nwahs to serve as Deputy Chair for the purpose of facilitating the transition of the Chair; and

WHEREAS, on November 2, 2025, Welly formally resigned as Chair of the Assembly, thereby causing Nwahs to assume the Chair in accordance with the provisions of the Legislative Procedure Act; and

WHEREAS, Nwahs has expressed that they wish to serve as Chair only on a temporary basis and has extended an invitation to the Assembly to vacate the Chair and choose a successor; and

WHEREAS, the Assembly expresses its sincere gratitude to Welly and Nwahs for their dedicated service as Chairs; and

WHEREAS, pursuant to 2(3) of the Legislative Procedure Act, the Assembly is empowered to vacate the Chair by resolution.

NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY:

That the Chair of the Assembly held by @lordnwahs is hereby vacated.

This ought to be a combination with an election of a new Chair, not just a resolution to vacate on its own.

I believe it would be neater to present them as separate resolutions. However, I am not opposed to combining them into a single one.

So long as there is a clear clause saying that the Chair is vacant. And then another clause saying whom we elect, then that is my preferred approach.

Very well, let us proceed with a single resolution. I have updated the thread title to indicate that this resolution addresses both the vacation of the Chair and the election of a new Chair.

Do we have any potential nominees for Chair?

This is the big question we should discuss. I’d like to tentatively put forth @KrisKringle as an option. Now that he’s no longer PM, his experience with TSP law and procedure could be useful as chair.

I nominate @Erstavik for the position of chair. With a profound understanding of the law and its intricacies, he has consistently demonstrated his expertise and insight in various legal matters. His analytical skills, coupled with a collaborative spirit, make him well qualified for the chair. I firmly believe that under his leadership, the legislative branch will run efficiently and effectively.

As a member of the Cabinet, Erstavik is currently ineligible to serve as Chair.

I’d feel honoured and inclined to accept, if the Assembly thought it appropriate to select me for this role.

Question though is there any conflict of interest between the Judicial Branch and Legislative Branch?

The Chief Justice can’t be Chair of the Assembly, but otherwise there’s no separation of powers.
