Esteemed members of the Assembly,

Culture is what gives humanity such an unique face. We are all one and the same, yet each so different. However, not all of our cultural aspects have survived the ages. Be it a language, a landmark with cultural significance, time has consumed them. Today I propose a way to protect those elements of our cultural that face the threat of being faded away by time. Through our proposed Pacifica Educational, Scientific & Cultural Organisation, we can guarantee our most cherished elements from cultures around the world remain protected once and forever.

Resolution Establishment of the Pacifica Educational, Scientific & Cultural Organisation

Section A — Purpose

  1. The World Forum recognises lost knowledge – bet it scientific, cultural or educational – on an individual & societal level as a detrimental threat to humanity at large.

  2. The Pacifica Educational, Scientific & Cultural Organisation – abbreviated PESCO – is an agency under the World Forum Committee for Education & Science tasked with the protection & contribution to a culture of peace, the eradication of poverty, sustainable development & intercultural dialogue through education, the sciences, culture, communication & information.

Section B — Definitions

  1. Lost knowledge is defined as any knowledge about any topic of significance to humanity at large that has since been lost.

  2. Threatened knowledged is defined as any knowledge about any topic of significance to humanity at large under the threat of extinction.

  3. A Pacifica Heritage Site is defined as a landmark or area that has cultural, historical, scientific or other form of significance that are protected by PESCO that are considered cultural or natural heritage around the world of outstanding value to humanity.

Section C — Functionality

  1. The constitution of the Pacifica Educational, Scientific & Cultural Organisation will be further stipulated by the World Forum Committee for Education & Science according to the Committee’s best knowledge consisting of a General Conference, Executive Board & the Secretariat headed by the Director-General.

  2. The Pacifica Educational, Scientific & Cultural Organisation operates autonomously to host & organise projects preserving & developing worldwide lost & threatened knowledge part of humanity at large through both direct & indirect methods.

  3. The status of a Pacifica Heritage Site can be granted by the Pacifica Education, Scientific & Cultural Organisation and will form a network of protected heritage sites contributing to humanity around Pacifica.

We fundamentally agree with the Proposal, as Kliegme has experienced several cases of what can be considered “lost knowledge”, due to our turbulent history. Therefore, we propose that the PESCO should be given the duty of reviving lost knowledge via thorough research.

On 17 December 2018 we passed WFR 5 on the Protection of landmarks of human heritage.
While one can argue, that this resolution was mostly focusing on man-made structures, something that your resolution also seems to touch on redundantly (Sec. B, Subsec. 3), we do not see a reason why you could not just propose an amendment to the ICHPP resolution to also include intellectual or cultural heritage, so to speak. In this sense, we agree with the Kliegmean delegate, that it might be worth to think about also wanting the council to do research on whatever cultural or intellectual knowledge is mostly lost, but maybe still salvageable, if funds are redirected accordingly.

Dear colleagues,

We thank you for the input and are proposing the following amendment to WFR 5 on the Protection of landmarks of human heritage. The organisation we envisioned with the PESCO proposal is within the operations in which we wish to expand the cultural protection we aimed in our proposal. We believe that an expansion of the ICHPP’s jurisdiction will help preserve cultural aspects ranging from languages to dances from extinction.

Protection of landmarks of Human Heritage

Section A — Introduction Purpose

To protect specific landmarks & knowledge that are important to the human cultural, historical, or scientific heritage, we hereby establish the International Council for the Preservation of Human Heritage (the “ICHPP”).

Section B — Definitions

  1. A Human Heritage Tradition (HHT) is defined as knowledge about any topic of significance to humanity’s culture at large under the threat of extinction that are protected by ICHPP that are considered (global) cultural heritage of outstanding value to humanity.
  2. A Human Heritage Landmark (HHL) is defined as a landmark or area that has cultural, historical, scientific or other form of significance that are protected by ICHPP that are considered cultural or natural heritage around the world of outstanding value to humanity.

Section C — Functionality

  1. The ICPHH shall:
    a) be an international organisation under the Committee for Science and Education featuring the voluntary membership of states within the World Forum,
    b) select such HHL’s & HHT’s landmarks that are deemed to be of outstanding common interest of humanity (designated as a Human Heritage Landmark, “HHL”), nominated by its members and confirmed by a simple majority vote,
    c) suggest laws and treaties to protect HHL’s & HHT’s, and
    d) provide support to states to preserve HHL’s & HHT’s.
  2. The ICHPP shall be headed by a director-general who shall be elected by a simple majority vote in the Committee for Science and Education.
  3. The Director-General shall serve for a term of six months.
  4. The Committee for Science and Education shall decide by a simple majority vote where headquarters of the ICHPP shall be located.

I agree with my colleagues from Gianatla and Kliegme that it is unnecessary to create a new organization. The World Forum is full of them as is. We would suggest two more amendment to ensure that research by the ICHPP on lost knowledge falls under its jurisdiction:

Mr. Ambassador,

overall I think I’m in favour of your additions and would like to set up an editorialised version of the currently discussed draft before I motion to a vote. I do not fully understand what you mean with addition for Section C, Subsection 1, Letter e however. Could you maybe explain what you want to achieve here or reword your proposed amendment?

Mrs. Ambassador,

the proposal intends to give direct power to the ICHPP to organise project as proposed because we feel that the other points under Section C do not give enough power to the ICHPP to preserve and develope HHL’s and other sites due to it only having advisory function. We believe that monuments listed in both the draft and our amendment shouldn’t be exposed to dangers of inner political conflicts.
I hope that I have clarified our intention!
