I have recently noticed that Curlyhoward currently sits 46 endorsements over the SWAN-set endorsement cap. As of now, Curlyhoward has 394 endorsements. The cap is currently set to 346 endorsements. Over the past few hours, Curlyhoward has continued to endorse other nations though (see image below).
This is not Curlyhoward’s first run-in with the law. However, it seems as if these rule violations are mainly because he is unaware of the rules, rather than maliciously breaking the law.

On a side note, I don’t know if this is regular practice to post occurrences like this here. It appears as if the Council might be unaware of this, so I’m just posting it here. I apologize if this is not standard practice or if it looks like I’m being a fool. If the Council already knows about this incident, I would also like to apologize in advance.

Has there been any response to this? I understand if there is some information that can’t be disclosed, but without any public acknowledgment, I can only speculate, and it seems like Curlyhoward has been continuing to endorse other nations.
As a note, SWAN reports that there are four other nations currently over the endorsement cap, some of which are also continuing to endorse other nations.

I would like to mention Curly is a rather pronounced character of TSP, and while he may not actively seek out endorsements, he’ll probably get them regardless. It’s not like we can selectively reduce the number of our endorsements.
It doesn’t matter if he’s a pronounced member of the region or not. Sure, that may be true, but what matters is that he is breaking the law and there doesn’t seem like there’s a response from the CRS yet.
No one is above the law—not me, not you, not Curlyhoward. I bet he has no malicious intent in mind, but rules need to be enforced (especially pertains to regional security and endorsements).
You misunderstood my point. People are going to endorse him above a lot of others because of “first post”, or some silly comment he made. He can’t stop that. So unless you’re advocating he withdrawals from the WA, I’m not sure how it can be stopped. Unless of course you’re pushing to have him removed from the region.

Worth noting that there quite a few options to resolve the issue, aside from the two Dry mentioned above, such as curly or the CRS TG’ing nations to unendorse him and asking curly to hold back on endotarting.
Probably the tg’s would be the best option. I get endorsements from people I’ve never interacted with but in courtesy I return the favor. Notice I don’t seek them out, they just happen. And I’m much more terrifying then Curly.

It’s been 43 days since this was originally posted. The CRS has gone through some personnel changes since, namely with the additions of Pronoun and Henn and the resignation of Glen.
So, I’ll ask this again: what’s the story about this endo cap issue? Will there be any action on it?
There are currently five other nations above the endorsement cap as SWAN reports. This number has grown since the date of the original post.
We just barely checked our emails in the new offices, and already folks are asking for us to do stuff!
Could you give us a few days to get situated and appraised of the situation on our end, and then we’ll get back to you?
A little over a week ago, I reached out to the nations currently over the endorsement cap with a polite request to stop endorsement trading to allow their endo count to lower. At this time, we’re not worried about any further action being necessary but are going to continue to look at and monitor things. None of these nations are known to be hostile and all have been here for years, so there’s no pressing security concern.
