[2523.CN] Upcoming Cabinet Appointment

Greetings to the Assembly.

I’d like to pre-empt the term a bit by stating my desire to appoint @lordnwahs as Minister of Foreign Affairs.

He’s no stranger to our government, but after a quick term as PM last year and some time spent as Chair of the Assembly, he’s made a new name for himself in the Foreign Affairs Council and in the broader sphere of South Pacifican politics. A stable, levelheaded presence, I hope to take him under my wing in FA this term and help train him to tackle the challenges we currently face as the Coalition, and what challenges we expect to face in the coming months and even years.

I intend to request that the Deputy Chair waive the discussion period and bring this to a vote immediately, on May 1st, if there is sufficient support for such a move.

As a point of order, there is no motion to waive discussion time.

Secondly, if LordNwahs is appointed as a minister, the Assembly will need a new Chair.

Is lordnwahs still a citizen of any other region and if so what are their roles (both formal and informal) in that region?

I am currently only a citizen of The South Pacific.

(Sorry for the late post, RL has been a pain. But let’s get started!)


My Agenda for FA:

My plans if confirmed as MoFA for this term are threefold:

(1) I plan to, after consultation with the Cabinet and the Foreign Affairs Council, have an honest discussion in the Assembly about what exactly is TSP’s current direction when it comes to Foreign Affairs.

As a GCR and one of the leading members of the Defender sphere, we do have a strong and steady influence in gameplay matters, be it through our votes in the WA, operations with the SPSF, and outreach with other regions and organizations. But much has changed over the last few years, and our foreign policy can no longer just be dictated by the R/D dichotomy alone. We have seen, among other things:

  1. the addition of Frontiers to the game, which not only has drastically reduced the population of Feeders, but has also resulted in a new ideology of Frontierism to be adopted by some of the larger Frontiers;
  2. the creation of two new GCRs (Perdition and the Outback), one of which was the subject of a recent scandal;
  3. new voting blocs (such as S7) forming that has been successfully exerting their influence on World Assembly legislation and votes.

In the face of our changing environment, we should be prepared to carefully evaluate what are our guiding Foreign Affairs principles, while continually adhering to our constitutional duty towards Defender values. In doing so, these principles can be a collective guide for how we all, in our capacity as informal ambassadors of the Coalition when we interact with others, can present ourselves in a complex gameplay environment, so that we can remain that strong and steady influence that we are known for being on NationStates.

(2) I plan on fostering closer relations and collaboration with other like-minded regions in the coming term. With our treatied partners and other close friends, we should not just be content with sending them occasional updates or organising a few games and events with them now and again. We should find ways in which we can build cross-regional collaboration, be it through long-term cultural exchanges on respective Discords/forums/RMBs, joint publications or podcasts, and coauthorship of WA proposals.

Like-minded regions include those that TSP might not currently have close relationships or treaties with, and also include sizable regions that do not traditionally partake or have an interest in R/D gameplay, but have a wealth of experience in areas that we can benefit from, such as Roleplay and the WA. I plan on making a concerted effort to reach out to these regions in my term.

(3) I plan on building a strong Foreign Affairs team in the region through the Foreign Affairs Council, a legacy that future Prime Ministers can tap upon to enact their future FA plans. Both @ProfessorHenn and I want trusted and responsible members of the region, especially those that may not currently have significant FA experience, to step up to join the FA team, to join us in negotiations, outreach and other FA matters. We will reach out to such promising members, and if you think you have such promise, do not hesitate to reach out to us.

Even if you are not a member of the Foreign Affairs Council, Legislators have access to private areas of the Assembly, both forumside and on Discord, where sensitive topics can be discussed safely. We welcome all questions on FA matters through the appropriate avenues.


Legislative Procedure Act 2(4) provides that the Deputy Chair will take over the office of Chair in the event that the office is vacant. @Welly is no stranger to all Legislators, and I trust that they will be an effective Chair of the Assembly. They will put out a statement in due course, in the event that I am successfully confirmed as MoFA.

I think this is a laudable goal and it may be a bit overdue. However, I am curious how you intend to go about starting/structuring that discussion? I think a lot of platitudes could come out of this but I could also see it producing useful and actionable guidelines if structured well.

The discussions will mostly first take place within the Foreign Affairs Council — @ProfessorHenn will have more to say on that, probably tomorrow — and then I will present to the Assembly, in the usual channels, the results of these discussions. I would welcome all feedback from Legislators at that juncture, including from new TSPers that aren’t necessarily familiar with FA. I expect that from these discussions, FAC will propose some guidelines for consideration as well, and I would certainly expect that they would be clear, in the spirit of the Defending Principles Resolution.

That being said, I don’t think it is necessary for the Assembly to pass a statement or motion on the matter (even if the guidelines we end up adopting are informal, they can still help shape the direction of how future TSP governments should conduct FA), but it may be something that the Assembly can consider, especially if a broad consensus forms on certain topics.

Following previous Assembly precedent on the matter,

This is very different than what you started by saying - i.e. a discussion with the Assembly vs. an FAC discussion that you’ll present some cliffnotes to the Assembly on.

You also…didn’t really say how you intend to structure the conversation. What are the structuring questions you intend to have for that conversation?

I’m not asking the Assembly to rubber-stamp what the FAC has agreed to, I expect that there will be serious debate to follow from people such as yourself. My view is that it is possible to have a serious discussion within FAC followed by a serious discussion in the Assembly.

Point taken on the structure of the conversation. I am somewhat tied up IRL right now but I can provide details on how I intend to conduct the discussions soon.

A few questions for the Prime Minister.

First, do you intend to nominate any further Cabinet Ministers? In particular, you mentioned integration and culture as areas of focus–do you plan to have a Minister overseeing either or both portfolios?

Second, in what now seems like a perennial question for every new PM, could you comment on the state of the SPSF and what steps you think should be taken to bolster its activity levels? Relatedly, do you plan to nominate an MoD?

I’ve had some folks reach out about both, and currently I’m taking some time to think over their applications and how it integrates with the rest of the plan. Also what questions to ask. I will still encourage folks to reach out to me if they’d like to be a Minister, nothing is in stone until the term is over.

SPSF Revival should be its own Assembly topic at this point. I think it’s in a rough spot, I think there are some legislative changes we should make to help future PMs manage the SPSF, and I think it needs to be the passion project of one or more folks who really believe in a defender military here in TSP. Part of any potential discussion should include a conversation on motivation for us to have an active military, as the R/D landscape has shifted drastically since the days of major piles in 2023 and before. Loosely related is the FA conversation mentioned above, but only in a “who would good R/D partners be for us” and that should be in the Assembly anyways.

My two MoD candidates could not accept at this time.

I am nominating @Of_the_Ages as my Minister of Culture. We’ve discussed an agenda for this term, and I’ll let them publish it shortly. We anticipate them having the time to run it after this week, so this comes a little early to give us time to work the legislative process.

On Site Agenda

RMB Mayor

One idea that I’ve had for quite a while is to have the RMB be able to elect someone to do polls. The core of this idea is to bring back LC elections without bringing back the LC. The RMB Mayor will be the one to create the polls (through proxy by me or Henn), and that shall be their sole responsibility. Ideally, there will be multiple RMB Mayor elections over the course of the term. I love elections, and I know most other people do too. Elections with a solid tangible position, but without any risk of failure to fulfill responsibility.

Contests

Over the course of this term I’d like to hold a contest or two. I think these would be great to line up with regional holidays, given we have three regional holidays this term. One thing I’ve had my eyes set on for a contest is the regional banner. It’d basically be a flag contest without the constraints of it being a flag; I bet we’d see a lot of great designs that wouldn’t work as flags. Additionally, the regional banner is quite prominent, but without any of the symbolism of the flag, nor any legislation on it. It’s the perfect place to put a contest winner!
Other contest ideas I have that potentially could be run are: a return of the culinary contest, a contest of factbooks detailing cool national sites/buildings/monuments of people’s nations, or a contest of creating the best themed collection of a small number of common cards. Not all of these will be run, these are just potential possibilities of contests. If anyone else has contest ideas I’d me more than happy to help run them as well.

Off Site Agenda

VCs

I personally love VCs, and plan to initiate them throughout the term. But I don’t want just VCs, on top of normal VCs I plan to have scheduled event VCs. Jackbox, party games, discord activities, etc.

Resident Spotlights

I plan on doing resident spotlights. I like them and think they’re a great way to acknowledge our fellow TSPers. I don’t really know what more to say on this topic, I plan on doing more resident spotlights.

Continuations of the Previous Administration

During the past administration, Pronoun started a cartography project of Government Island, which was not finished. During my time as MoC I plan on continuing that project. Additionally, Henn started the South Pacific Hockey League (SPHL) last term, and I’d like to finally get around to organizing and scheduling with Henn a few nights to actually hold the matches. Both of these two things I have been fairly involved in

Regional Holidays

During this term there are three regional holidays:

  • June 2nd is Coalition Day, celebrating the creation of the Charter, Government, and the Coalition
  • July 17th is Defender Day, celebrating the day the South Pacific officially became a defender region
  • July 20th is Independence Day, celebrating our freedom and independence, marking the end of UCR control over the South Pacific

For these regional holidays I plan on holding events for them. In previous administrations, there has been a disappointing lack of attention to them, and I’d like to change that for this term. While I don’t currently have any solidly written plans, I’d like to have a contest with a strong TSP theme of some sort, or a trivia night for Coalition Day, and for Defender Day and Independence Day, given their close proximity, lends to a combined event, which ideally serves to promote the SPSF and defending. Existing contest ideas could be scheduled over these events, as they serve as a great time to hold them.

Potential Conflicts of Interest

I’m giving this CoI statement because even though it’s not legally required (we probably should make it required) I think it’s great for transparency.

  • Citizen & Legislator of TSP, Member of the SPSF, former MoRP

  • Citizen and former Delegate of Wintreath

  • Citizen of tPoP

  • High Command of the Trident Alliance (N-day faction)

Should the tPoP citizenship cause any CoIs I’ll resign it without hesitation, I’m just there to vibe. Wintreath shouldn’t have any CoIs given it doesn’t come with any obligations and Wintreath isn’t engaged in NSGP, r/d, or anything like that. The Trident Alliance command position shouldn’t cause any CoIs either given there’s no N-day this term.

How often will the mayor elections be if you decide to go through with them

Either once a month, or twice during the term. I don’t have any hard dates on when I’ll be doing it. Ideally after each election the RMB Mayor will get ~2 weeks to choose polls, but timewise it could be a few days shorter than that or a week longer. This is generally a trial run of my idea, so depending on how people feel times can absolutely be tweaked.
