[2455.AB] Change to the Charter, IX.17-19

Greetings.

The Coral Guard does not run SWAN, nor endorsement days, and should not be held legally responsible for them in our highest governing document. They could always adopt these policies later, as an institutional matter, not a legal one.

I think you mentioned this in the Discord, but maybe we just need a wholesale re-write of roles and responsibilities delineated in the Charter.

If nobody’s currently chasing the Coral Guard down demanding they do the things they’re required to by current law, I don’t get why this needs to be so urgent that we can’t figure out who we think should be responsible for this.

The executive should be responsible, but not in the current form we have.
