Governor General Sugihara grimaced as she watched the orange embers dance across the horizon. Clocktown Burns for the first time since the Great War. The beating heart of the confederacy ground to dust as a cacophony of gunfire pierced the ears of the reinforcing Terminan Security Forces and Higurashi Shock Troops. The Nationalists had gone too far this time with their surprise siege of the City-state, but were effective in cutting off the head of the Confederacy. The Central Guild was in shambles and the Chancellor is still missing.

Though Sugihara immediately took the reins and called for assistance to restore the Confederacy, she was out maneuvered by Graham who declared a provisional government after claiming the TCC sold out to stay in power. Now her only hope to convince the remaining city-states was to recover Chancellor Ifukube before they either defected to the Southern rebels or Northern Rebels or so she thought…

Journal Entry 2024-11-24
Senior Sergeant Yevgeny Yudenich Maklakov, 33rd Motor-Rifle Battalion.

Our situation in Rimuru are tense, but for now, we’ve got the edge. The terrorists are still trying to regroup after we smashed their siege. They’re stubborn and desperate, and that makes them dangerous. Every time we push them back, they come at us again, trying to close their grip on the city. They’re relentless, but so are we, and we’ve got the toys to outlast them.

Journal Entry 2024-11-28
Yesterday, they launched a clumsy assault on our position at the western highway junction. I almost felt bad ok how easy we beat back the offensive, if we can even call it that. An attack in broad daylight with no coordination, no mechanised support either. A few 125mm HE rounds from our T-18B tore them to pieces before they even fired a shot. It felt good to hand them a defeat like that, but we all knew they weren’t fighting with their full strength.

Journal Entry 2024-12-07
It seems they were regrouping for yesterday. We got reports of a major nationalist offensive to the western flank at dawn, armored columns and mechanized infantry trying to break through our lines. It was a textbook all-out offensive. Tanks, IFVs, the whole emporium. The very force we destroyed when we first broke the siege weeks ago.
We were dug in tight, and when the attack came, it was all about keeping our heads down until they got in range of our ATGMs. They came at us in waves, But our gunners were on point. We picked off their tanks with precision shots from our Klyuvkas. Have to send Kudos to the VVS, their air support was a godsend. it came in low and fast, just when we needed it, and turning the enemy retreat into a graveyard.
We had Terminan loyalists backing us up, and their local knowledge made all the difference. They set up ambushes in the woods and used their intelligence to keep us updated on rebel movements. With their help, we knew where and how the rebels were going to attack us.
Logically, this success would mark the end of Nationalist operations in the area, but everyone from the General-Leytenant to the Yefreytor knew from experience that logic doesn’t work in Termina.

Journal Entry 2024-12-11
The Terrorists had been gunning for Rimuru even after their recent defeat. Once more, they’re relying on untrained militias charging in a single file line on foot. This is what confuses me the most. I am not the sharpest tool in the shed, but I would retreat and find a better position to fight us in if I were their commander. Instead, their commander leads his men to certain death. Their losses are staggering. I’ve never seen more equipment get destroyed, and I’ve been to Vermillion. We’ve killed and captured so many that we have heard rumours that the higher ups are considering sending POWs back home to Kliegme because Rimuru’s camps are getting full. It’s almost like they’re not fighting to win anymore, but just to keep up the fight.
Perhaps it doesn’t matter. We’ll do what it takes to liberate Termina. For my comrades, there’s a sense that we’re finally making progress. Morale isn’t perfect, but it’s good enough. The new guys are growing more experienced as I write, and the veterans know the drill. The Nationalists are tough, and they’re good at adapting to worse conditions. But so are we, and we have much more in store for them.

“Für den Antrag ‘Maßnahmen zur humanitären Hilfe in und Entsendung von Friedenskräften nach Terminien’ mit ‘Ja’ gestimmt haben 355 Abgeordnete…” [1]
The parliament’s speaker, Sabine Meischel, couldn’t finish her sentence immediately, as a significant number of parliamentarians applauded loudly. Some even cheered. 355 votes is more than a comfortable majority to pass the motion for an aid mission in Termina.

“Bitte…Lassen Sie mich das Ergebnis fertig vorlesen. 355 Ja-Stimmen. Mit ‘Nein’ gestimmt hat kein Abgeordneter. Enthaltungen: 87. Damit ist der Antrag angenommen.”[2]

Christin Herzer, state secretary in the ministry of defense, raised herself from her seat in the rows reserved for the members of government. Now her official work begins. She has just a short time to get from the King’s Palace to the the ministry, take the elevator up to the third floor, turn right and eventually meet up with her colleagues from the civilian branch of the Bundesarmee, who have already drafted some ideas on what the next few hours, days and weeks will look like. A general idea is present in her head as well, but she can’t decide over the heads of the armed forces let alone minister Recke.

It is almost half past 4 when she finally arrived at her destination. A small group of six people will now start to decide on which steps the government should take next.
“Welcome dear colleagues. As you can guess, we finally have the approval to actually start our work”, Christin started the meeting. “We are not having an ideal situation going on in Crabry at the moment. Quite the contrary. We have thought, with the situation in Nicholasia[3] being somewhat calm and under control, things could go up again. Now, we all don’t know, what’s up in Nasphilitae, Esfalsa is seemingly asleep, Jakub has some domestic issues, though nothing out of the ordinary, and the USI recently focused on itself. All well, one could have wagered, but instead the long-time stable Termina has been hit by a bus. What seemed to be some democratic quarrels, one could simply shake one’s head over, has actually become a heated situation. So heated, President Voroshilov of Kliegme decided to get the CE into a war. I must make clear, we are not part of this. Today we are talking, as far as possible, about all non-military means of help, that still just our military can provide. Initial questions or remarks?”
She waited for three or four seconds and continued: “If that’s not the case, I’m all ears to hear about the first draft.”

Of course, with the Bundesarmee at the table, military means were still being discussed. After all, the allies decided to shoot their shot as well and it was heavily doubted, whether Kliegme’s government would be satisfied by a supposed ally “jumping around doing nothing of value for the Entente”, but in the end, Christin reminded her colleagues, such debates should not be held at that moment, since parliament did not give any mandate to actually fight in the area. “We all have our opinions, but the milk is spilled to a certain extent.”

At around 9 PM, the meeting, which was only shortly interrupted by a dinner break, ended and the circle had created a paper, which will be put on the minister’s desk right the next morning. State secretary Herzer was mostly satisfied with the result, even if it was dependent on a few outside factors.

Thorben Recke, Gianatlan minister of defense, took another sip of his Bruuman coffee and let out a sigh of refreshment. “I see…”, he frowned when he read parts of the paper his state secretary had given him. “Can we even contact the individual city states? It’s difficult enough to get anyone from the Guild on the apparatus still”, he mumbled. Another sip of coffee. “I can let her call the Kliegmean foreign minister at least though. Talk about some logistics for that camp in Eastern Kliegme. Christian[4] should also contact the Zaakies…”

He placed down his cup and pushed a few buttons on the computer before pulling a headset over his head. A few calls later with the people he just thought about, he could put it away again. He didn’t necessarily like that headset. It felt cheap, but it does its job. “Now it’s map time…”, he says while opening a common internet map service. He took a look at the city states Termina is officially comprised of, especially the ones creating problems. Those at the centre of the conflict. He only mumbled one more question to himself that day: “Can the CE even bring this to a positive ending?”

“Ah, it’s you. Thanks for calling back”, Christian Strunk, former WF Speaker gone foreign minister, answered to the Izaakian ambassador in Gianatla. “So, does your government provide some good news for me?”
He knew, he couldn’t realistically hope for anything like that, but as the saying goes: Hope dies last. “I understand. With that in mind, I assume you have some contacts to the Southerners? Uh-huh…Yeah…A shame. Well, I think, it would be good, if the Gianatlans also showed some presence in…now, don’t get…haha, don’t get offended yet!..No, no, I’m not disrespec-…Yes. I understand. Of course the WF would be preferable, but my hands are bound as much as yours are. Yeah…If you hear anything new, please ring me immediately…Alright, bye.”
The plan was easy. As humanitarian helpers, Gianatla hoped to get a foothold in all territories of the TCC. Strunk and eventually the rest of the government had to realise sooner or later however, this is not how the confederacy works. Some states are more frightened than ever of the CE after the invasion by Kliegme started. The Southern states pretend, an indirect vassalisation by the USI might be better. And then there are neutral states like Point Rain, who fear for their partially immoral business model, if they let in foreign peacekeepers. Only having Kliegme as an operaitve headquarter cannot be enough in the mid-term. It also doesn’t help with geopolitical goals, that should obviously also be reached. The minister takes a chocolate treat out of his desk drawer with his one hand, while the other clicks “New E-Mail” in the emailing program. The chancellor will need to decide, if the original plan shall be stuck to or if everything needs to be redrafted.

4 December 2024 - 14:22 h

Pictures of the first cargo plane and soldiers landing in the North-Eastern parts of Kliegme and on the island of Mipha go around social media. Chancellor Sanddorn did not change the initial plan, but added a piece to it. “Why is there no peace conference on the agenda yet? Has no one seen the potential of a conflict with the USI here?” That’s what she asked. Christin Herzer felt stupid for this fauxpas, at the same time she didn’t understand, how the chancellor can talk about peace already. Has she not noticed, too many actors are already involved and want anything but peace? Anyhow, it’s useless to think about that. The focus must lie at successfully starting off this humanitarian operation and at understanding the city states.

For her and all the aforementioned deciders it is clear: This mission will take long and it will only be successful, if a certain goal is reached, which is written down on paper easily, but is very hard to achieve: Neutralising the internal threats of Termina by convincing or coercing the non-aligned or Southern-aligned city states to neutrality.
