[Res.] Resolution on the Prevention of Human Trafficking

Esteemed members of the Assembly,

I stand here today before you not just as the Ambassador of Myria, but also as a woman. Too long have women, girls and many other suffered from something that we don’t wish to discuss. Human trafficking. It’s a hard pill to swallow as we’d like to believe such depravities remained in our past. The cold truth is the opposite. It is in fact still a problem in this day and age. Myria too suffers from this and we’ve made progress to combat this crime against human rights & human dignity. However, this is an international problem and as such we must band together as a united front. I believe that we are living closer to the day where none of our children will have to face the trauma as victims of this crime, but we still have some work to do to realize that. I therefore propose the following humble resolution to the Assembly to form a collaborative front against human trafficking through IACO. Let us make this world safer for a brighter future.

Resolution on the Prevention of Human Trafficking

Section A — Purpose

  1. The World Forum hereby recognizes the threat of human trafficking posing to citizens of both World Forum & non-World Forum states.

  2. The World Forum hereby calls for both non-members & members to share any intelligence with the International Anti-Crime Organization concerning the organized crime of human trafficking.

  3. The creation of an international strategy through the International Anti-Crime Organization to combat human trafficking.

Section B — Definitions

  1. Human trafficking is defined as the trafficking of any human individual with the goal of forced labour, forced criminal activities, sexual exploitation and or the harvesting of organs within or outside the country of the individual in question. Thus by definition a violation of the human rights of the individual in question.

Section C — Implementation

  1. The World Forum calls for all nations of Pacifica to share their intelligence - restricted to criminals partaking in human trafficking & victims of human trafficking - with the International Anti-Crime Organization which shall organize a collaborative international effort to combat human trafficking.

  2. The World Forum hereby asks the International Anti-Crime Organization to furthermore provide an international helpline to be operated worldwide with the extradition & return of victims of human trafficking to their home nation.

  3. The World Forum also recommends the Committee of International Law to organize an international campaign to raise awareness & combat human trafficking on an international scale in cooperation with any willing participant nation.

The Frost Empire commends the resolution tackle human trafficking, but because the Frost Empire is not a member of the IACO, We must ask that section A-2 be stricken as that would infringe on the sovereignty of the Frost Empire. The Frost Empire will not share intelligence with the IACO but will continue to tackle the problem domestically.

The Federal Republic of Kliegme gives its support to the resolution, and motions to vote.

Perhaps the wording could have been better, but our intention with the current wording of “calling” is synonymous with “encouraging”. This has been our intention as to not infringe on this contention point for certain nations. Meaning that the sharing of intelligence would be voluntary at all times.

Resolution on the Prevention of Human Trafficking

Section A — Purpose

  1. The World Forum hereby recognizes the threat of human trafficking posing to citizens *around Pacifica*.
  2. **In accordance with WFR 8, Sec. D, Subsec. 1 the World Forum defines human trafficking as a crime under the scope of IACO.** *It* hereby *encourages every nation pacificawide* to share intelligence with *IACO* concerning the organized crime of human trafficking.
  3. *IACO shall create* an international strategy to combat human trafficking.

Section B — Definitions

Human trafficking is defined as the trading of any human individual with the goal of forced labour, forced criminal activities, sexual exploitation or harvesting of organs.

Section C — Implementation

  1. The World Forum *encourages* all nations *pacificawide* to share their intelligence *on criminals suspected of* partaking in human trafficking *and leads to* victims of human trafficking *to* the *IACO*.
  2. **IACO shall organize a collaborative international effort to combat human trafficking independent of IACO membership. This effort shall include a public wanted page and an international helpline aiding in the extradition and return of victims of human trafficking to their home nation.**
  3. **The wanted page shall include all available, necessary information helping the general public to identify the suspected criminal. The web page shall meet the data security requirements of the World Forum member with the highest standards on data security.. A reward for providing important information leading to the detention of the suspect shall be offered. The reward is determined by the police authority mainly working on the case. 30% of the rewards will be financed through IACO.**
  4. The World Forum *tasks* the *CIL* to organize an international campaign to raise awareness *of* human trafficking on an international scale in cooperation with any willing participating nation. **The campaign shall include advertisement of the wanted page and helpline.**
