Dear colleagues,

We thank you for the input and are proposing the following amendment to WFR 5 on the Protection of landmarks of human heritage. The organisation we envisioned with the PESCO proposal is within the operations in which we wish to expand the cultural protection we aimed in our proposal. We believe that an expansion of the ICHPP’s jurisdiction will help preserve cultural aspects ranging from languages to dances from extinction.

Protection of landmarks of Human Heritage

Section A — Introduction Purpose

To protect specific landmarks & knowledge that are important to the human cultural, historical, or scientific heritage, we hereby establish the International Council for the Preservation of Human Heritage (the “ICHPP”).

Section B — Definitions

  1. A Human Heritage Tradition (HHT) is defined as knowledge about any topic of significance to humanity’s culture at large under the threat of extinction that are protected by ICHPP that are considered (global) cultural heritage of outstanding value to humanity.
  2. A Human Heritage Landmark (HHL) is defined as a landmark or area that has cultural, historical, scientific or other form of significance that are protected by ICHPP that are considered cultural or natural heritage around the world of outstanding value to humanity.

Section C — Functionality

  1. The ICPHH shall:
    a) be an international organisation under the Committee for Science and Education featuring the voluntary membership of states within the World Forum,
    b) select such HHL’s & HHT’s landmarks that are deemed to be of outstanding common interest of humanity (designated as a Human Heritage Landmark, “HHL”), nominated by its members and confirmed by a simple majority vote,
    c) suggest laws and treaties to protect HHL’s & HHT’s, and
    d) provide support to states to preserve HHL’s & HHT’s.
  2. The ICHPP shall be headed by a director-general who shall be elected by a simple majority vote in the Committee for Science and Education.
  3. The Director-General shall serve for a term of six months.
  4. The Committee for Science and Education shall decide by a simple majority vote where headquarters of the ICHPP shall be located.
