Fellow colleagues of this organization,

Upon the observance of the escalating situation in the Gulf War, its effects on international trade, and the unlikeness of the current parties reaching a peace agreement in the near future, we feel in the obligations to present a resolution to avoid further escalation and to promote a truce for diplomatic talks that will reach an end to the war sooner than the current method these parties have involved themselves in.

A Ordinary Resolution to Intervene in the Gulf War

Section A — Purpose

  1. To immediately cease all military operations in the region, both on land and at sea, in order to create an environment for diplomatic negotiations and peace deals among the parties.

  2. To ensure the security of maritime routes in the Gulf of Good Omen, facilitating the safe transit of commercial goods and preventing disruptions to international trade and shipping.

  3. To prevent further escalation of hostilities by either existing combatants or additional parties, thus safeguarding regional stability and preventing a wider conflict.

Section B — Definitions

  1. Military operation shall be defined as the coordinated actions of armed forces engaged in warfare or combat. This includes offensive and defensive operations conducted by military units, such as troop movements, air strikes, naval engagements, and ground assaults.

  2. Diplomatic negotiations shall be defined as the structured dialogues conducted by official representatives of the conflicting parties in the Gulf War, facilitated by neutral World Forum envoys or designated mediators.

  3. Maritime routes shall be defined as the established sea paths used for the transit of commercial ships, goods, and resources through the Gulf of Good Omen, essential for international trade and regional stability.

  4. Escalation shall be defined as any increase in the intensity, scope, or number of parties involved in the Gulf War conflict, including expanded military actions, additional forces or weaponry deployment, or engagement by new regional or international actors.

  5. Additional parties shall be defined as any state, non-state actor, or external entity beyond Mitallduk, Krauanagaz, and Zuhlgan that seeks to engage militarily, provide logistical or financial support to warring factions, or otherwise intervene in the Gulf conflict, potentially escalating hostilities or compromising regional stability.

Section C — Implementation

  1. A condemnation according to WFR 1d Sec. F Subsec. 2 Ltr. g, to let know about the decision taken by the World Forum.

  2. The calling of the International Court according to WFR 1d Sec. F Subsec. 2 Ltr. h, for the persecution of any actor that does not follow this resolution.

  3. The establishment of severe international economic sanctions on both parties according to WFR 1d Sec. F Subsec. 2 Ltr. j, and according to relative economic stress of each party for equalization and cooling of the situation

  4. An WF international blockade according to WFR 1d Sec. F Subsec. 2 Ltr. l, to avoid military ships from either party to set sail and the continuation of attacks in the Gulf of Good Omen by either internal or external party indefinitely until a WF moderated deal is achieved.

  5. The calling of a WF peacekeeping mission according to WFR 1d Sec. F Subsec. 2 Ltr. m, to halt the military operations from either internal or external party indefinitely until a WF moderated deal is achieved.

The People’s Republic of San Marsico will support and accept the current resolution. The current status in the Gulf region has been escalating for too long. However, we ask on behalf of the Kingdom of Kalaki if they could continue humanitarian aid drops over affected areas.

As humanitarian aid to civilians does not benefit any specific party, specially under conditions of economic sanctions and international blockage, under a good faith interpretation of the resolution, the Kingdom of Kalaki would be able to provide humanitarian aid to civilians lawfully under the approval of this resolution.

The S.S.A.A.F.R’s of Pyhdon-Fálistríca would gratefully support, second and accept this current resolution as the current state in the Gulf Region in Southern Cordilia has been escalated too much. Even though of this, Pyhdon-Fálistríca believes it is “too little too late” and that we should do a military intervention in the area. Pyhdon-Fálistríca is asking for the ability to do a military intervention to start peace talks and would also favour being able to send Humanitarian Assisstance to the area.

We understand the concern with the timing, even more reason to quickly go through this resolution and start an international intervention in the region. As things are, an intervention just by Pyhdon-Fálistríca would achieve little in the face of three nation states, and could possibly even escalate the situation out into the rest of Cordilia.

Added to this, if Pyhdon-Fálistríca intervened on their own and the resolution was approved, Pyhdon-Fálistríca would be included in the section B, n. 5 definition as an additional party, and would suffer the consequences defined in the resolution. As such, we recommend to not intervene alone, and instead help in accelerating the resolution for a more coordinated and powerful action.

We believe this should have been asked before passing to vote. The resolution is non-binding, and no section prohibits the shipment of military equipment. However, the resolution is meant to temporally halt the confrontations. Under that premise, equipment that continues the confrontations should not be sent. If the air defences cannot be used offensively, they should be safe to be shipped. Again, the resolution is non-binding.

Recommendation on formation of an ad hoc framework Committee


  • Utilising legal means made available to observer parties in the World Forum and to members of the WF Committee of International Law, as had been outlined in the RAFI11052024;
  • On the behalf of the Grand Duchy of Nasphilitae, at the request of its representative justices in the aforementioned Committee and justices in its domestic High Court for International Law;
  • Recommends the following:

Formation of an Arbitration Committee by second party participants:

→ An ad hoc Arbitration Committee be formed, whose mandate is to provide a detailed legal framework for the realisation of goals outlined in WF RES 25, Section A.
→ The Arbitration Committee would consist of justices from participants and other parties as defined in WF Res 25, Section B-5.
→ The Arbitration Committee serves as a formal channel of communication between participants in the conflict (non-external entities) and the International Court.
→ The Arbitration Committee requires consent from non-external entities to be formed.
→ The Arbitration Committee is limited its mandate, serving only to provide consistent and clear details regarding WF Res 25, Section C-2 (International Court) and C-5 (Peace-keeping mission).


Rationale:

→ It would provide all parties mentioned a framework by which the situation is ASSESSED.
→ It would provide parties in conflict means of COMMUNICATING clear issues which caused the crisis to appear in the form of reports.
→ It would provide all other parties means of LEGAL FRAMEWORK for determining which is the internationally legal status of parties in conflict.


Procedural Operations:

→ ASSESSMENT: The Arbitration Committee is to first be informed of the ongoing situation by independent representatives of directly involved entities, in the form of reports. These are to be taken as statements de facto, regardless of their legitimacy.

→ COMMUNICATION: The independent representatives are to provide questions regarding the legality of their particular goals and interests, upon which the Arbitration Committee, in consultation with the WF Committee of International Law and the International Court, would provide FACULTATIVE answers to.

→ LEGAL FRAMEWORK: Upon the completion of its work, FACULTATIVE DOCUMENTS OF THE COMMITTEE are to become the guidelines by which International Court and the Peace-keeping mission is to be conducted.
These are to be treated as facultative for parties involved, IFF this is accepted by the involved entities.
These are not to be treated as facultative statements of the international community as a whole, due to the non-binding nature of WF Res 25.
