Procedural amendments to avoid reconciliation

I’d like to propose a few amendments to the organizing resolution of this Great Council. My goals are to:

  • Explicitly allow amendments to (and therefore repeals of) proposals adopted by the Great Council, and
  • Allow us to end the Great Council with an omnibus bill that does not include all previously adopted proposals.

If we’re specifying what bills exactly we want to pass in the omnibus, why go through the voting process in 5.g, 5.h, or the last sentence in 5.e? I’m okay with leaving 5.f in there in the event of contradictory laws, but I’m personally hoping we would resolve these things before a motion to ending general debate is being voted on.
