GOODEST OF PHILS FOR PRIME MINISTER
Coalition of The South Pacific · PM Elections 2026

“If you want to be cool, you gotta ice some people.”

EXECUTIVE SUMMARY & VISION

Fellow the South Pacific-ans,

I am Phil, also known as Good Phil. I am a citizen of the South Pacific, and consider this region to be one of the greatest in the game. It is time that the South Pacific is led by someone who is hilarious, who knows your nations’ names, and who will help you when you need it, and keep you pushing for excellence. This is my goal.

Core Manifesto Goal: To make the South Pacific a region full of enthusiastic members, learning and doing things for the region’s growth.

PLATFORM & POLICIES

Foreign Affairs & Regional Relations
  • Diplomacy is the cornerstone of FA. We need to have more constructive relationships with our embassy partners, creating mutual trust and aiding the small neighborhood which has sprung up around us. It is our diplomatic strength and the quiet churning of the FA wheelworks that has kept our region in good standing. I intend to fully continue it.
  • The OWL will make plans for promoting regional participation in World Assembly voting and authorship, including reminders on the RMB, a Non-Voters Dispatch, a WAveRider Programme for new voters to adopt our Regional tranche, endorse the Delegate, and participate in debates on the forum, among many other strategies to make full use of our region’s active WA members.
  • Inter-Regional Events and festivals or joint operations with allied regions will be planned and announced well in advance, and we will take sure steps forward to project our region’s activity, talent, and culture to our allies.
Defense & Security
  • SPSF Recruitment & Readiness, especially its process for training new officers, plans for improving operational readiness, and keeping active updaters active will be a core policy pursuit of a Phil Government. We are a proud Defender region, and will continue to support regions and communities in the game with our hearts (and substantially sized Military).
Culture & Community
  • Forum & Discord Activities, Game nights, trivia, and community-building initiatives, will all be added to the existing praxis. Daily Questions, Theme Thursdays, and Polls will continue to dominate the cultural mileau of our beloved region.
  • The Revival of Media and expansion of regional publications and broadcasting to put TSSG on par with other major Regional newspapers, through community-driven authorship and recognisable elements that increase viewership will be a priority of my Government, if elected.

Conflict of Interest Statement & Disclosures

Affiliations & Roles:

  • The Outback: Citizen.

Recusal Statement:
I commit to full disclosure and recusal from any official matters, discussions, or votes where a direct conflict of interest arises.

Given you’ve put forth proposed Ministers, what is your plan should someone decline the position? Also, will the OWL Director be a Minister, or will they serve a purely administrative role?

Given you’ve assisted with a number of the Outback’s WA / WA participation programs, how would you define your ideological stance in the GA? Do you lean in a particular direction, or do you consider yourself more strongly behind an ideology than that? Do you think your stance on what GA legislation should be passed aligns with that of our citizenry?

You’ve had little cabinet minister experience or experience in the South Pacific’s executive and other governmental institutions. How do you assure the voter that you have the skills to lead particularly involved areas of the cabinet? What makes you not rely on your ministers when things need intimate knowledge with the system?

Could you clarify what exactly you would implement to make this happen?

I also noticed you don’t have any Integration agenda; could you clarify your plans on this? Integration is a field where technical knowledge would be helpful, how would you manage TSP’s various integration technical projects from the administrative angle? What’s your approach to working with Integration’s set of technical players?

Should someone decline, further discussions will be had with potential candidates for those roles to see who would be willing and able to carry out those responsibilities. The proposed cabinet is simply a blueprint and indicator to the Citizenry of TSP on what direction I intend for my Cabinet.

The OWL Director is an interesting position, and I intend to thoroughly review its work in recent times and see where improvements can be made. Time permitting, the OWL Director will be a part of Cabinet as a Minister, and serve in a more distinct capacity as a MoWAA equivalent.

My ideological stance in the WA is that the WA is a terrible institution and that were it not for mechanical, regional features that makes it a necessary evil, it would be in our interests to prevent this interventionist, capricious, whimsical townhall from existing.
Alas, the WA is the central axis-for-praxis in Gameplay right now, and regions that invest into the World Assembly reap many benefits, from closer integration, more endorsements, more active WA players, authorship and badges, ideological dominance within the gameplay sphere, diplomatic opportunities, and so on.

The South Pacific’s outlook on the World Assembly since the reset has been to quietly resist the clarion call of National Sovereignty, and has been at work to quietly build consensus with allies in helping drafters both on the forum and within our own region, supporting clever authorship and offering diplomatic concessions to existing WA blocs to further our own WA interests. As a consequence, my lean or personal dissatisfaction with the WA, and known support for National Sovereignty, will not impede or influence TSP’s WA stance, nor compel its Citizens to vote one way or another.

In my time as TO’s Lt. Gov. for WAR, my experience has been that a small number of people will always be loud in their disagreement, and it is our duty to help them feel welcome, no matter their individual stance on a GA resolution at vote. The bonds we must cultivate with our regionmates extends far beyond the fancies and delusions of the terrible, terrible nosy neighbour community that is the WA.

I can’t assure the voter of anything except my diligence, and prior experience in other regions’ cabinets. TSP’s Executive has always been of a standard befitting one of NS’ oldest and most developed democracies, and I regret not building that experience first. But I intend to build some scaffolding for the region’s political and WA culture, and want to see where we can go with a push in the right direction.

Could you clarify what exactly you would implement to make this happen?[/quote]

A new Dispatch Template that is accessible to people with reading disabilities, mainly. And secondly, proper editorial standards and blueprints for what the Gazette should contain, and involving the region more closely in its authorship and editing.
Secondly, improving our coverage to areas of NS that actually require our input, and not shying away from making our stance on gameplay’s crucial developments known, is essential to creating a strong base for our politics interregionally, and to create a body of knowledge for future historians to look back on.

I am unaware of any active Technical projects, and have not been caught up on if some of my earlier discussions with your predecessor, Heliseum, were ever discussed with Cabinet or implemented, but Integration is an area of regional administration that is easy to misunderstand and mishandle. The set of assumptions we begin with and work with, for Integration, are almost always never true, and there is constant experimentation with “known factors”. Integration is an area close to my heart, and I’ve worked on projects beyond just the technical, in making integration work for the region’s growth and create a feedback loop of activity and expansion, but UCRs are very, very different from GCRs, just as even within GCRs, integration possibilities and integration methods vary from type to type. A Feeder needs different styles and approaches than a Sinker, and the biggest benefit we have as the former is an established theme and culture, which provides a solid foundation for any integration work to begin.

As for technical knowledge, I am an amateur developer with my own bots used for recruitment and more general purposes by two regions currently, with a focus on WA Analytics. I have used the WA and my work within it as a basis for closer communication and integration within the Outback and consider that approach to be pretty important for any region looking to make its mark in that sphere, so I’m not stranger to finding creative ways to bring residents and natives into the region fully, and retaining them long-term. My agenda is to maintain what we have, review what we planned to get, and implement what works, and aid my Cabinet and my fellow Citizens to invest into keeping the region in all its platforms, active and inviting to new players.

I’m wondering why you proposed me as MoI.
I have, quite literally, zero experience in integration whatsoever.

Drafting your cabinet fantasy-football style in public is an innovative method, I like the spunk.

You proposed a list of cabinet ministers. I am genuinely curious about who would serve as Director of OWL? Would you change how the department functions or possibly amend The World Assembly Act to fit your vision?

Greetings!

I have two questions, one specific to you and one that I am asking everyone running.

Firstly, for you:

You mention you have a personal disliking for the WA, while stating that you understand it is important for regional influence. Was leaving OWL out of your proposed cabinet list intentional, and if so, is this due to your disliking for the WA? Do you believe that growing regional influence in the WA which is, as you stated, one of the main ways to do so, is going to be impacted by your personal leanings?

Secondly:

Do you have anything specifically in mind to identify and involve new members in the happenings of TSP, including getting them involved in more behind the scenes work (like culture, integration, FA)?

Good evening Phil. I wanted to follow up on my question about OWL and add a few more general questions about your platform.

  1. You’ve made SPSF recruitment, officer training, and readiness priorities. What specific improvements would you pursue, and how would you keep both new recruits and active updaters engaged?
  2. You promise stronger, more constructive relationships with embassy partners. How would you measure whether those relationships are improving, and what would you do if an embassy partnership became inactive?
  3. Several of your plans rely on sustained volunteer effort. How would you distinguish a project that needs more time from one that should be redesigned or discontinued?
