I think the current existing mechanism is in WFR 1d, which has a list of escalating steps (steps (a) through (f) can be skipped if the WF determines it’s an “emergency situation”):
I think the measures Qwert mentioned correspond to (a), (b), and (m) though I imagine if we’re fine with a peacekeeping mission we’d also be fine with, for example, a blockade to support it. I don’t think humanitarian aid is explicitly authorized anywhere but probably because it seems so clearly a good thing that it’d be silly to disallow ![]()
(I’m also personally fine with making this more flexible so we don’t have to go in order. Though in character the CBR would vote against.)
