[OOC] WF intervention in Mitallduk?

We don’t have to get too bogged down in the legal stuff, but briefly…

the WF doesn’t have the same mandate as the UN granted by the Chapter VII of the United Nations Charter, meaning that the the WF can’t intervene solely in order to “restore international peace and security”.

I.A.1 of the World Forum Charter does state:

The member states of the World Forum shall take collective action to ensure that all threats to the peace, order, or stability among them are suppressed.

which I think is pretty similar. (I say this out-of-character. In-character, the CBR would probably object anyway.)

I think the current existing mechanism is in WFR 1d, which has a list of escalating steps (steps (a) through (f) can be skipped if the WF determines it’s an “emergency situation”):

Standard measures are:

1. a complaint by the Assembly
2. a formal complaint letter by the Speaker of the Assembly
3. installment of human rights or electoral observers, depending on applicability
4. a fine
5. light diplomatic sanctions
6. light economic sanctions
7. a condemnation
8. the calling of the International Court
9. the suspension of the member or observer
10. severe economic sanctions
11. severe diplomatic sanctions
12. an international blockade
13. a peacekeeping mission
14. the expulsion of the member or observer

I think the measures Qwert mentioned correspond to (a), (b), and (m) though I imagine if we’re fine with a peacekeeping mission we’d also be fine with, for example, a blockade to support it. I don’t think humanitarian aid is explicitly authorized anywhere but probably because it seems so clearly a good thing that it’d be silly to disallow

(I’m also personally fine with making this more flexible so we don’t have to go in order. Though in character the CBR would vote against.)
