I think it’s time we tried the more casual procedure discussed here to simplify making the WF do stuff and to make the process more accessible to those who don’t want to draft formal resolutions.
This OOC discussion aims to discuss a possible intervention of the WF in Mitallduk. I imagine that the outcome could be a list of actions that will be taken by the WF and the motivations behind. ICly, all the formal drafting, voting etc is implied and assumed. And perhaps we will identify the need for IC WF reforms?
Comparing with real-life, I believe that ISAF and the United Nations Security Council Resolution 1386 are relevant to the Mitallduk situation. Though there’s a major difference: as I understand it, the WF doesn’t have the same mandate as the UN granted by the Chapter VII of the United Nations Charter, meaning that the the WF can’t intervene solely in order to “restore international peace and security”. Please do correct me if I’m wrong. (The WF has been quite dormant and I can’t access all resolutions so I might be forgetting or missing important things.)
There’s however a justification for involvement if the internationally recognised government of Mitallduk requests intervention, especially with respect to Zuhlgan occupying Mitallduk territory. (Just as a note, it is legal for individual nations to intervene upon such a request.)
What Sedunn will propose (if there is such a request from Mitallduk):
A military intervention to reassert Mitallduk’s territorial integrity, forcing Zuhlgan forces out. Preceded by a warning. Legal basis according to above.
A peacekeeping mission to stop the advance of the TPA, PV and HK. Same Legal basis as above.
Humanitarian aid and stabilising support so that elections can be held.
If no such request has been issued:
Adopt a resolution similar to Chapter VII mentioned above.
We don’t have to get too bogged down in the legal stuff, but briefly…

I think the current existing mechanism is in WFR 1d, which has a list of escalating steps (steps (a) through (f) can be skipped if the WF determines it’s an “emergency situation”):
I think the measures Qwert mentioned correspond to (a), (b), and (m) though I imagine if we’re fine with a peacekeeping mission we’d also be fine with, for example, a blockade to support it. I don’t think humanitarian aid is explicitly authorized anywhere but probably because it seems so clearly a good thing that it’d be silly to disallow
(I’m also personally fine with making this more flexible so we don’t have to go in order. Though in character the CBR would vote against.)
Then I guess we need to ascertain whether Mitallduk is a member? Also if the internationally recognised government has issued a request for aid? @Kobegr01
I agree with Pronoun on this. Also the internationally recognised government part might get a bit iffy given that Emerald didn’t recognise the current provisional government iirc.
The Provisional Mitalldukish government out of Med Karazh isn’t going to want foreign forces on the ground until they think it is totally necessary, theh are already pretty pressed about Emerald. I have been working on a draft resolution to (1) condemn Zuhlgan’s actions in Mitallduk, (2) demand an immediate, verifiable withdrawal of occupying forces from those territories, and (3) authorize a fact-finding and monitoring mission under the World Forum to assess human-rights and humanitarian impacts and (4) request the World Forum Enforcement Office (something I just rn made up but would probably have existed already) to prepare a sanctions package (targeted asset freezes and travel restrictions) to be adopted if withdrawal does not occur within a defined timeline.
Draft Resolution Text
Section I - Purpose
The World Forum, seeking to (1) reaffirm the principles enshrined in the Charter of the World Forum and international law, which affirm the inviolability of national borders and the right of peoples to self-determination; (2) Admonish recent actions taken by the Holy Dominion of Zuhlgan in the Mitallduk region, including the occupation and annexation of sovereign territories in violation of international law; (3) Bring attention to the humanitarian impact of the ongoing conflict, including widespread civilian displacement, destruction of critical infrastructure, and credible reports of human rights violations committed by military and paramilitary forces; (4) Denounce the disregard shown by Zuhlgan toward repeated international appeals to cease hostilities and withdraw from occupied areas; (5) Emphasize the responsibility of all states to uphold international humanitarian law, particularly the protection of civilians and the prohibition of collective punishment; and to (6) Maintain regional stability and prevent escalation into a broader conflict involving neighboring states.
Section II - Definitions
(1) World Forum Special Commission on Mitallduk an organization authorized to be created under the mandate of this resolution, the mission as outlined below will comply with all Mitalldukish laws and regulations. (2) Regional partners refers to nations and involved third parties who may have interest in the Special Commission’s findings. (3) Sovereign territories as aforementioned refers to the Naraté Corridor, Aka Island, Kaliri Island, and Zhuvellik Island. (4) Paramilitary forces includes the Takaran Peoples’ Army, Purity Vanguard, One Heritage-SM, Messengers of Tallaz, Krautallaz United Front, One Heritage-K, Free Takaran Army, Takaran Defense Front, and Great Plains Commune forces.
Section III - Operative Clauses
Condemns the actions of the Holy Dominion of Zuhlgan in unlawfully annexing and occupying territories within the internationally recognized borders of Mitallduk;
Declares that such actions constitute a violation of the Charter of the World Forum and customary international law;
Demands the immediate and unconditional withdrawal of all Zuhlgani military and paramilitary forces from occupied Mitalldukish territories;
Calls upon all World Forum member states to refrain from recognizing any changes to the territorial status of Mitallduk resulting from Zuhlgan’s actions;
Urges the establishment of a World Forum Special Commission on Mitallduk (WFSCM) to:
Monitor the human rights situation in affected areas;
Facilitate humanitarian access and aid delivery and;
Report quarterly to the General Assembly and regional partners.
Supports the deployment of World Forum Peacekeeping or Observer Missions should conditions allow, with the consent of the legitimate Mitallduk authorities;
Encourages dialogue and mediation efforts facilitated by neutral regional actors to restore peace and respect for international law;
Affirms the right of the Mitalldukish people to sovereignty, security, and self-governance, free from external coercion or occupation;
Requests the World Forum and the Cordilian Human Rights Watch to investigate alleged war crimes and prepare a comprehensive report within 90 days;
Decides to remain seized of the matter until full compliance with this resolution is achieved.
I am fine with that, but just to put it on the table, I think I always assumed the World Forum Assembly could just specify the sanctions themselves or create ad hoc bodies if they became complex enough to need one. (Maybe Pacifica is more unstable generally than real life but I imagine there can’t be that many changes to sanctions all the time.)
