OWL Policy and Regulations

This document establishes the policies and procedures by which the Office of World Assembly Legislation (OWL) fulfills its responsibilities under the World Assembly Act (2021). Its purpose is to supplement and clarify the provisions of the World Assembly Act, providing further guidance on the operational and regulatory framework of OWL. These regulations serve as a reference for OWL leadership and are intended to inform members of the Coalition regarding the current policies and procedures that govern the Office’s actions and decision making processes.

Regulations

Issued 02/17/2026.

1. General Provisions

Authority: World Assembly Act § 1(1).

§ 1.1 Scope and Purpose
(a) This document sets forth the policies and procedures under which the Office of World Assembly Legislation (OWL) exercises its functions in accordance with the World Assembly Act (2021).
(b) The primary purpose of this document is to supplement and clarify the provisions of the World Assembly Act and to ensure the consistent and transparent operations of OWL in executing its duties.

§ 1.2 Relationship to the World Assembly Act
In the event of a conflict between the provisions of this document and the World Assembly Act, the provisions of the World Assembly Act shall take precedence.

2. The Director and Their Deputies

Authority: World Assembly Act § 1(2).

§ 2.1 The Director
(a) The Director shall lead the Office of World Assembly Legislation and is responsible for:

  1. Ensuring the effective coordination of the Coalition’s activities in the World Assembly.
  2. Adopting timely voting recommendations and instructing the Delegate on how to cast their vote.
  3. Approving World Assembly resolutions.
  4. Coordinating with the Prime Minister, the Minister of Foreign Affairs, and the Foreign Affairs Council to align the Office’s activities.
  5. Encouraging participation in the Coalition’s World Assembly activities, both on-site and through off-site resources.

§ 2.2 The Deputy Director
(a) The Director may appoint a Deputy Director to advise and assist in the performance of their duties and responsibilities.
(b) The Deputy Director must be a citizen of the Coalition.
(c) The Deputy Director shall serve at the pleasure of the Director and may be removed or replaced at the Director’s discretion.

§ 2.3 Advisors
(a) The Director may appoint one or more advisors to advise and assist in the performance of their duties and responsibilities.
(b) Advisors must be citizens of the Coalition.
(c) Advisors shall serve at the pleasure of the Director and may be removed at the Director’s discretion.

§ 2.4 Ex Officio Advisors
The Prime Minister and the Minister of Foreign Affairs shall be considered ex officio advisors to the Director.

§ 2.5 Subdelegation
(a) The Director may subdelegate their powers to the Deputy Director or an Advisor, as appropriate.
(b) The Director shall not subdelegate powers that require consultation with the Foreign Affairs Council, unless the Deputy Director or Advisor is also a member of the Council.
(c) The Director shall not subdelegate responsibilities involving determinations regarding the security or diplomatic implications of a resolution for the region.
(d) If a question arises regarding the security or diplomatic implications of a resolution while the subdelegate is carrying out their duties and the Director is unavailable, the subdelegate shall defer to the Minister of Foreign Affairs or the Prime Minister for guidance.

3. Discussion Threads

Authority: World Assembly Act § 2(1)(d).

§ 3.1 Opening of Discussion Threads
(a) The Office shall provide a discussion thread on the regional Discord for each World Assembly resolution that has reached or is likely to reach quorum.
(b) The Director shall open the discussion thread upon determining that a resolution has reached or is likely to reach quorum.

§ 3.2 Naming of Discussion Threads
(a) A resolution approaching quorum shall have its discussion thread titled as follows: [APP.QUORUM] followed by the name of the resolution.
(b) A resolution that has reached quorum shall have its discussion thread titled as follows: [QUORUM] followed by the name of the resolution.
(c) A resolution that has failed quorum shall have its discussion thread titled as follows: [FAILED QUORUM] followed by the name of the resolution.
(d) A resolution that has been withdrawn shall have its discussion thread titled as follows: [WITHDRAWN] followed by the name of the resolution.
(e) A resolution that has been discarded shall have its discussion thread titled as follows: [DISCARDED] followed by the name of the resolution.
(f) A resolution that is at vote shall have its discussion thread titled as follows: [AT VOTE - FOR/AGAINST/ABSTAIN] depending on the recommendation issued by the Director, followed by the name of the resolution.
(g) A resolution that has been passed shall have its discussion thread titled as follows: [PASSED] followed by the name of the resolution.
(h) A resolution that has been defeated shall have its discussion thread titled as follows: [DEFEATED] followed by the name of the resolution.

§ 3.3 Information in Discussion Threads
(a) The original post in a discussion thread shall include the following information:

  1. Whether the resolution is in the General Assembly or the Security Council.
  2. The title of the resolution.
  3. The name of the author of the resolution.
  4. The names of any co-authors of the resolution.
  5. A link to the on-site proposal text.
  6. A link to the drafting thread on the on-site forums, if one exists.
  7. Information on voter eligibility and the procedure for casting votes.

§ 3.4 Notification of Members
The Director shall notify members of resolutions that are next in line to be voted on in the General Assembly or the Security Council by pinging the role @WA Update Ping.

§ 3.5 Closing and Locking Discussion Threads
The Director shall close and lock discussion threads after the on-site vote has concluded, or if the resolution has failed quorum, been withdrawn, or been discarded.

§ 3.6 Participation in Discussions
(a) Discussions are open to all members of the Coalition with a World Assembly nation currently resident in the region or who are currently members of the South Pacific Special Forces.
(b) The Director may also permit other members of the Coalition, resolution authors, and foreign dignitaries to participate in the discussions at their discretion.

§ 3.7 Conduct in Discussions
(a) Discussions shall be respectful, civil, and orderly. Participants shall not use unparliamentary language, spam the thread, or otherwise violate TSP community standards.
(b) If a participant violates these standards, they shall be given a warning.
(c) If the violation continues, the Director may remove the participant from the thread. In such cases, the Director shall notify moderators as appropriate.
(d) Removal from a discussion thread does not affect a member’s eligibility to vote.

4. Consultations with the Prime Minister and Foreign Affairs Council

Authority: World Assembly Act § 2(1)(a).

§ 4.1 Consultations with the Prime Minister
(a) The Director shall consult with the Prime Minister in a timely manner regarding the security and diplomatic implications of each World Assembly resolution.
(b) Prior to consulting with the Prime Minister, the Director shall review the on-site drafting thread for any potential concerns related to the resolution.
(c) The Director shall consider both the content of the resolution and the author and co-authors during the consultation process. Additionally, in the event of a repeal, the authors and co-authors of the repeal’s target shall also be considered.
(d) Consultations with the Prime Minister shall take place either in the Cabinet Channel or in the Foreign Affairs Council.

§ 4.2 Consultations with the Foreign Affairs Council
(a) The Director shall consult with the Foreign Affairs Council in a timely manner regarding the security and diplomatic implications of each Security Council resolution.
(b) Prior to consulting with the Foreign Affairs Council, the Director shall review the on-site drafting thread for any potential concerns related to the resolution.
(c) The Director shall consider both the content of the resolution and the author and co-authors during the consultation process. Additionally, in the event of a repeal, the authors and co-authors of the repeal’s target shall also be considered.

5. Voting Recommendations

Authority: World Assembly Act §§ 1(1), 2(1), 2(1)(b), 2(1)(c), 2(1)(d).

§ 5.1 Directed Recommendations
(a) The Prime Minister may, for legitimate security or diplomatic reasons, instruct the Director to adopt a particular voting recommendation.
(b) Upon receiving such an instruction, the Director shall issue the voting recommendation in the discussion thread, along with the reason for the directed recommendation.
(c) When the Prime Minister has instructed the Director to adopt a particular voting recommendation, no voting shall be opened on the resolution.
(d) If voting has already commenced, the Director shall remove any votes cast prior to the instruction.
(e) The Prime Minister’s authority to instruct the Director to adopt a particular voting recommendation pursuant to § 2(1)(b) of the World Assembly Act is not time-limited.

§ 5.2 Voting Recommendations by Poll
(a) If the Prime Minister has not moved for a directed voting recommendation, the Director shall adopt and issue a recommendation based on the results of a vote open to all members of the Coalition with a World Assembly nation currently resident in the South Pacific, or who are members of the South Pacific Special Forces.
(b) Voting shall be conducted in the appropriate Discord thread for the resolution, either by pressing a reaction button or posting in the thread. The reaction buttons shall be as follows:

  1. Green meaning “For.”
  2. Red meaning “Against.”
  3. Yellow meaning “Abstain.”

(c) If a member votes in the thread, they must indicate whether they are voting “For”, “Against”, or “Abstain.” The Director may accept synonyms, provided they can reasonably be construed to mean “For”, “Against”, or “Abstain.”
(d) A member may vote only for one option. If a member selects multiple reactions, neither vote will be counted.
(e) If a member casts a vote in the thread that differs from their reaction vote, only the vote cast in the thread shall be considered valid.
(f) If a member casts multiple votes in the thread, only the latest vote shall be considered valid.
(g) Prior to tallying the votes, the Director shall verify that votes were cast only by eligible members. Eligibility shall be determined by the voter’s status at the time the vote was cast.[1]
(h) If the Director identifies that a vote has been cast by an individual not eligible to vote, the Director shall inform the individual of their ineligibility and publicly state the reason for the vote being invalid in the discussion thread.
(i) The Director shall tally the votes as they stood at the major or minor update, depending on when the resolution is scheduled to be voted on, and adopt a voting recommendation based on the result at that time.
(j) In the event of a tie, the Director shall adopt a recommendation to abstain.

§ 5.3 Revised Voting Recommendations Following Changes in Vote Tally
(a) If a vote tally has changed subsequent to the adoption and issuance of the initial recommendation, and more than twenty-four hours remain until the close of the gameside vote, the Director shall adopt and issue a second and final voting recommendation twenty-four hours prior to the closing of the gameside vote, based on the result at that time.
(b) The Director shall notify the discussion thread that a second recommendation will be issued, and may ping the @WA Update Ping role as appropriate.
(c) If the vote has changed substantially since the initial recommendation was issued, or if security or diplomatic considerations necessitate, the Director may adopt and issue a second voting recommendation earlier than twenty-four hours before the closing of the gameside vote.
(d) The Director may adopt and issue further voting recommendations if necessary, but should endeavor to minimize such revisions to the greatest extent possible.

§ 5.4 Instructing the Delegate
(a) When the Director has adopted and issued a voting recommendation, they shall notify the Delegate by pinging the @Delegate role in either the appropriate discussion thread or in SWAN-Lake, with an all capitalized, bolded, single-word instruction: “FOR”, “AGAINST”, or “ABSTAIN”, consistent with the issued voting recommendation.
(b) The Delegate shall cast their vote in the gameside poll in accordance with the instruction provided by the Director.

§ 5.5 Publishing Voting Recommendations
(a) The Director shall publish an adopted and issued voting recommendation in the following locations:

  1. The on-site regional World Factbook Entry (WFE), where it shall specify whether the recommendation pertains to the General Assembly (GA) or the Security Council (SC). The recommendation shall be written in all capital letters and displayed in the following colors: green for “FOR”, red for “AGAINST”, or orange for “ABSTAIN”.
  2. The Regional Messaging Board (RMB), using the official Office of WA Legislation nation, in the following format:
    New GA/SC resolution at vote
    Title of resolution
    OWL recommends you to vote: FOR/AGAINST/ABSTAIN.
  3. The regional Discord, by updating the discussion thread title to [AT VOTE - FOR/AGAINST/ABSTAIN] followed by the title of the resolution.

6. Approvals

Authority: World Assembly Act § 3(1)

§ 6.1 Approvals in General
(a) The Director may instruct the Delegate to approve a proposed World Assembly Resolution.
(b) Prior to instructing the Delegate to approve a resolution, the Director shall:

  1. Review the on-site drafting thread for any potential concerns related to the resolution.
  2. Consider the potential security and diplomatic implications of the approval.
  3. If necessary, consult with the Prime Minister, the Minister of Foreign Affairs, and/or the Foreign Affairs Council.

(c) The Director shall not instruct the Delegate to approve a resolution that:

  1. Would be detrimental to the region’s security or diplomatic relations.
  2. Has not been drafted on the on-site forums.
  3. Is authored by nations that have been proscribed by the South Pacific or that reside in a proscribed region.
  4. Is authored by nations residing in regions that harbor extreme ideologies, engage in raider activities, are raider-aligned, or otherwise contradict the democratic ideals of the South Pacific.
  5. Promotes hateful ideologies or seeks to violate fundamental rights.

§ 6.2 Approvals of Resolutions from the Lampshade Foundation
The Director shall instruct the Delegate to approve resolutions that have been drafted in the Lampshade Foundation, provided that such resolutions do not conflict with the provisions set forth in § 6.1.

§ 6.3 Instructing the Delegate to Approve a Resolution
The Director shall instruct the Delegate to approve a resolution by pinging the @Delegate role in SWAN-Lake. The message shall include a link to the on-site proposal text, along with a clear instruction directing the Delegate to approve the resolution.

§ 6.4 Conflict of Interest
(a) The Director shall not instruct the Delegate to approve resolutions authored or co-authored by the Director, nor shall they instruct a subdelegate to direct the Delegate to approve resolutions authored or co-authored by the Director.
(b) Notwithstanding subsection (a), the Director may request that the Delegate approve the resolution, or that the Prime Minister, in their discretion, instruct the Delegate to approve the resolution.
(c) The Deputy Director or an Advisor to whom the Director has subdelegated authority shall not instruct the Delegate to approve resolutions authored or co-authored by the Deputy Director or Advisor. However, they may request that the Director, in their discretion, instruct the Delegate to approve the resolution.

7. The Lampshade Foundation

Authority: World Assembly Act § 1(1)

§ 7.1 The Lampshade Foundation
(a) The Lampshade Foundation is hereby established to fulfill the Office’s statutory obligation to assist members of the Coalition in drafting World Assembly resolutions. Additionally, the Foundation shall:

  1. Promote the Coalition’s activities within the World Assembly, encouraging greater involvement of South Pacificans in World Assembly affairs.
  2. Encourage the authoring of commendations for deserving South Pacificans, recognizing their contributions to the region.

§ 7.2 The Lampshade Foundation’s Forum Activities
(a) The Lampshade Foundation shall provide two dedicated threads for World Assembly resolutions: one for drafting and one for ideas. Both threads shall be located under the Cabinet category or in another location designated by forum moderation or administration. The threads shall be tagged “owl” and “lampshade-foundation”.
(b) When a member posts a draft or inquires about a World Assembly matter, the Director shall respond in a timely manner.
(c) The Director shall ensure that their responses are always helpful, guiding the member to the appropriate resources, informing them about the General Assembly and Security Council rulesets, and assisting them in ensuring that their draft resolution complies with these rules.
(d) The Director shall advise members of the established requirement to draft the resolution on the on-site forums after it has been drafted in the Lampshade Foundation.
(e) The Director shall provide members with information regarding the resolution submission and approval process, as well as campaigning procedures.

§ 7.3 The Lampshade Foundation’s On-Site Activities
(a) The Director shall ensure the regular dissemination of information to the gameside community concerning the Coalition’s World Assembly activities. Such communication shall include updates on ongoing resolutions, debates, and any other relevant developments within the World Assembly.
(b) The Director shall encourage members of the gameside community to participate in World Assembly affairs. This includes, but is not limited to, promoting engagement in WA debates, votes, and encouraging members to take on the role of resolution authors.
(c) The Director shall assist the gameside community in understanding the World Assembly, its structure, processes, and rules.

§ 7.4 Approvals of Resolutions Drafted in the Lampshade Foundation
The Director shall instruct the Delegate to approve World Assembly resolutions drafted in the Lampshade Foundation, as provided in § 6.2.

Hello TSP,

I wanted to post my opening address for you here on the forum side as well. I am grateful for the opportunity to work in this very office and follow a long list of accomplished members to have held the office before me. I have a very busy agenda for this very office. As I post my personal thoughts, I want to reiterate that some of them are a team effort.

The Office of World Assembly Legislation has many talented members and lots of great ideas going forward. My priorities as OWL Director are;

  1. To write and pass the many deserving commendations for so many cherished people in our region.
  2. Increase voter turnout and participation in our proposals and the proposals from the GA and SC.
  3. Help increase World Assembly endorsements for our World Assembly Delegate. The more the merrier.
  4. To work closely with World Assembly aligned organizations so regions know that OWL is important internationally just as it is in our region.
  5. Along with writing our own World Assembly proposals, we must be ready for the GA reset coming soon. Once we get a comfortable consensus on writing good proposals, we will build our clubhouse full of World Assembly authors.
  6. Lastly, I am going to work hard and do the best I possibly can for this program. I owe it to everyone involved and to those for giving me an opportunity. I’ll cherish every moment and always be happy to learn a lesson or two.

than ravens now haha :laughing:. Let’s get this started!

This announcement deserves a separate post on its own. @UnitedDisneyStates has informed me that they will be retiring from the position of OWL Advisor on April 30. From all us here at OWL Office, we want to congratulate them on their service to the office. They will certainly be missed. While I didn’t get to work with them for long, I am grateful for the short time they were here with me. Our OWL Advisors all bring some valuable experience to the table. For UnitedDisneyStates, they are helping pave the way for us to begin writing security council resolution proposals. We always say, your seat will be here waiting for you to return if you ever decide to. We wish you the very best in your future endeavors.

Just some short announcements for the upcoming couple of days.

  1. @Langburn was appointed as the Deputy Director of OWL last week. Their enthusiasm for the department has given me great confidence that they will excel with our demanding agenda.

  2. Project Hoot 2026 is beginning to ramp up this week. For those wondering what it entails, here is the link: The Project Hoot 2026 Initiative

  3. I am having productive talks with several of our embassy regions. It’s important to note that The East Pacific’s World Assembly Commissioner, Cretox, has been a valuable source for giving us ideas on building up our department. I will continue discussions with them along with learning about the individual regions who make up The Sovereign Seven.

  4. Authorship for commending Amerion is underway. I am reaching out to Lazarus to get more information about their time spent there.
