Could you clarify why exactly it is that you need moderator access?
It is nigh impossible for me to perform oversight (and exercise the functions of) the Committee if I cannot view its audit log, current procedures, or access to data that the Committee has in the course of their duties.
If you will be routinely performing the duties of CitComm in the sense that you will process citizenship applications alongside them that’s fine, but oversight alone is not sufficient reason to require moderator access.
We aren’t going to be granting broad moderator access to all members of the Council on Regional Security. I understand the CRS has an interest in providing oversight to CitComm, but CitComm’s level of moderator privileges give access to a whole set of personally identifying information about all users of the forum. We have a responsibility to our users to keep that access as limited as possible.
We also aren’t going to grant all CRS members access to private CitComm areas if those private CitComm areas contain personally identifying information for many forum users. The CRS has other avenues to conduct oversight, including requesting CitComm forward them all application materials that don’t contain private personally identifying information (PII) of the applicants, but setting those policies is beyond Moderation’s role.
This conversation did lead us to recognize that we don’t currently have a policy around the sharing of PII that we hold. We recognize there are some instances where it is appropriate to share PII (e.g. to follow up on specific applications, to help other admin teams with OOC investigations, to help allied governments with their own IC security matters, etc.) and wanted to clarify how that should happen.
The policy governing sharing of PII will be:
No IP address or other personally identifying information in TSP’s possession shall be disclosed to any individual without access to such information unless approved by either an Administrator or two Moderators. In the event of any disagreement regarding the sharing of personally identifying information, the final decision will be made by Administration.
