Heliseum Cabinet Nominations

I’d like to know what they’re going to do before they take office, personally.

Greetings, sorry for the delay— the culture agenda will be posted in 12 hours at most.

Edit: Very sorry to inform you that it must be delayed another few hours. Flaming hasn’t been online since this post was posted and I believe they, being appointed to a position equal to mine, should look through the draft first.

Edit 2: posted!

I concur with Legislators Qaz and Nwahs. We should wait till until the nominees have comprehensively outlined their agendas.

Prime Minister,

What is the Government’s plan in relation to the media and encouraging a stronger media publication culture in the South Pacific? Which minister will be have media as part of their core responsibilities?

Culture Agenda
———————————————
Greetings the South Pacificans!

Flaming and I are happy to announce our culture agenda for the next three months! It will mostly be a continuation of the previous three months of culture led by myself and Tin, with various improvements to make it more enjoyable for all of us.

So, without further ado, let’s dive into the details of what we are actually going to do….

1. The Pollmaster

The position of RMB Mayor, which is an elected position that can be used to make polls for the region, has been receiving quite an amount of criticism. The original goal of the RMB Mayor, as mentioned by The Age of Utopia, former Minister of Culture, is to ‘provide a introductory level position for those looking to participate in TSP, not to provide polls to the region’. To better align with this goal, we are introducing a rework— a name change and the introduction of several new rules.

  • From now on, only those who have only served one RMB Mayor / Pollmaster term or have never held an elected or assembly-confirmed office will be eligible to run.
  • The Ministers of Culture and the Prime Minister will hold veto power over the candidates.

2. The South Seas Gazette

Restarted in February 2026 after several months of inactivity, The South Seas Gazette is our regional newspaper bringing news, puzzles, resident spotlights and many more to our region. While it has been successful the past three months, it has some issues about not having enough coverage for all the important happenings in the region. To improve, we will find more writers and collaborate with other ministries. We also plan to connect this with our many roleplay communities including Knowhere.

3. Southern Reef Games

The Southern Reef Games was introduced three months ago as a sort of continuation to the Game Nights. The original plan was to provide two game sessions every week, along with ‘special events’ (Kahoot quizzes and card giveaways) once in a while. However, while the first few weeks were properly done, the Southern Reef Games got cancelled several times starting from March, leading to it eventually being paused. This happened due to me being the only person to run the games, leading to them being strongly affected by my personal schedule.

The Games will continue in the next three months, also involving special events around the three regional holidays we will celebrate in the next three months. To prevent the problems it had in the previous term, someone else in the Ministry of Culture will run it when I am unavailable.

4. Regional Contests

For the previous term, contests were held during RMB Mayor terms and then voted on when RMB Mayor candidates were campaigning to use the regional polls effectively. Although the exact culture calendar is yet to be decided on, it will be pretty much the same this term with more contests of various subjects. As done with the culinary contest and haiku contest, the winners of the contests will be awarded high valued trading cards.

Thank you Langburn for your question— at the moment, the only plans for Knowhere that we have is to include recent events in this roleplay community as its own section in The South Seas Gazette. We will look into what other plans we could make for Knowhere.

Is there any criterion for the veto power? If so, what is it?

Do you have any concrete examples?

How do you think the “Pollmaster” helps with it? In your opinion, what experiences gained by a person in this position can be used for future positions?

So, does this mean that a person can’t be re-elected as Pollmaster?

Kris formally re-nominated the Minister, whereas Heli was like “yeah so if the Assembly decides it wants to then it can I guess”.

One of these things is purposeful and shows clear intent to consult the Assembly, whereas the other is… ya know… withering indecision.

I genuinely don’t see the ‘withering’ difference here?

In any case, my question was more about what ‘formal’ procedure you feel the Prime Minister should undertake. To my understanding, Kris didn’t dismiss LordNwahs just to nominate them again, they just stated their ‘intention to retain’ them, and the Assembly (not the Prime Minister) motioned and seconded a vote on the retention. So if we do that again, then I’m not sure what the Prime Minister needs to do ‘formally’ here.

Apologies for my delay. RL has caught up to me the last 36 hours, but I will post a statement this evening.

Greetings and apologies to the Assembly.

I must withdraw my nomination as Legislative Coordinator. My RL position does not afford me the time or capability to be the Prime Minister’s LegCord to the degree I wanted to be. I have informed the PM of my more specific reasoning, and request a degree of privacy in my family matters until I can debrief the Assembly and return to regular participation in the Assembly.

Thank you Silva for your questions!

The veto power is to stop candidates that may cause harm to our region, such as to our reputation. Such candidates may include trolls and those who have had issues of misconduct.

Sure. The previous three months we had a banner, culinary and haiku contest. I can currently think of art, writing and potentially another banner (maybe with a fixed theme of encouraging delegate endorsing).

Speaking as a person who actually found my way into the regional government after first being RMB Mayor, the simple experience of being in charge of regional polls for a short period could give the person interest in higher positions and being in charge of more than just the polls. I also think that the experience of campaigning to gain votes can be very valuable to the person as they can learn how to campaign and communicate better with people, helping them if they ever run for Prime Minister or Delegate in the future.

Sorry for not clarifying this earlier; no, we will be allowing up to two terms. It will be edited like the following:

  • From now on, only those who have only served one RMB Mayor / Pollmaster term or that have never held an elected or assembly-confirmed office will be eligible to run.

I would not say I “re-nominated” Nwahs. My position was exactly what you say Heliseum is doing, which is that I stated my decision not to dismiss Nwahs and, if the Assembly wished to vote on it, there was no impediment to it.

When will the Deputy Ministers be revealed?

I think there is a clear difference in intent between Kris’s nomination of nwahs and Heli’s original post. While they state the same process, Kris says “I present them all the same” (in the context of a previous sentence about re-nomination) implying that he expects votes to occur. To me, this feels a lot more direct than the incumbent’s approach.

Either way, I appreciate you starting a separate legislative discussion around this and I’ll leave that thread here.

By the way, it’s been 5 days since Cabinet nominations were posted and we still do not have agendas from @Flaming and @Welly. I get RL is busy, but a bit more communication wouldn’t be unreasonable, ya know.

Noting ProfessorHenn’s withdrawal from consideration for the position of Legislative Coordinator, does the Prime Minister intend to nominate a replacement?

Additionally, as Legislator HumanSanity has noted, we are still waiting on agendas from Flaming (Culture), Utopia (Defence) and Welly (Foreign Affairs).

Wait, what? I thought the Ministry of Culture agenda was prepared jointly by both nominees for Minister of Culture.

What are we hoping to see in a separate agenda posted by Flaming?

For what it’s worth, I don’t think there’s anything in the law requiring an agenda from each nominee — in fact, I don’t think anyone posted an agenda last time — and while it’s a reasonable consideration in an Assembly vote, I think that to an extent, if we want to treat it like an expectation that should be checked off for each nominee, we should amend the law to actually reflect that.

The MoC agenda posted by Cayo was jointly made. For instance, the changes to RMB mayor (pollmaster) were my policies. We intend to act as a unit, so we don’t have separate agendas. It’s my opinion that us having different agendas would lead to a dysfunctional MoC, which both of us want to avoid.

Got it, I missed that, thanks for clarifying.

What is required by law and what I, as a legislator, want are two different things.

Fellow Legislators,

My core goals as Minister of Defense will be to drive activity and strengthen the SPSF. The main projects undertaken by the ministry will be generally what I outlined in my PM campaign: a focus on practice and wargames for the Tsunami Force, and a creation of more effective Tidal Force infrastructure.

| Practice and Events

I frequently hold various kinds of practice within Libcord, for detagging, liberating, chasing, triggering, and various other defender operations. Practice operations serve multiple purposes, serving as training, boosting activity, and building ties with other militaries. As training, they allow us to introduce people to different operations on our own time, without needing to wait for raiders, and they also let us conduct the operations at our own pace, allowing us to avoid leading inexperienced people behind. They allow us to exercise routine skills, and build skills that only come up once in a blue moon, reinforcing the capability of our own members, as well as those from other militaries who join us. For boosting activity, they allow us to avoid “Nothing Ever Happens” updates, when raiders not only aren’t doing anything, but haven’t done anything in long enough that there aren’t even leftover detags to do. Working with other militaries is a core component of building the ties needed for close cooperation, and practice operations are an excellent way to continue and boost relationships with other militaries. As Minister of Defense I plan to not only boost the occurrences of these practice updates, but also to organize more official practice and wargame events with our allies to build skills, deepen ties, and drive defender activity.

| Tidal Force

As the Tidal Force currently stands, it is just a role on discord that gets pinged when we need pilers. Piling is a core function of the Tidal Force, and the thing that should be its focus, but to the extent it is utilized, it is exceptionally lacking in its potential. I plan on assembling a comprehensive list of members and building infrastructure to fully utilize the full potential of the force, to contact and ping people across not just discord, but also gameside and the forums, to drive as many pilers as we can get when we need them
