an exceptionally bad reputation for willfully and/or negligently breaking various canon rules, writing your roleplay nations in ways that break suspension of disbelief, and generally bothering other roleplayers in Pacifica and the other canons.

So you should decrease those numbers by a little bit, before some of the mods will actually accept you.
