The Arkava
The Arkava is the head of state of the Dominion. He is selected by the Divine Committee, which is composed of 13 Autarks and the Arkava.
The Divine Committee appoints Commanders to oversee various regions’ government functions, as well as ministries and agencies. Commanders who are administering a region are responsible for the formation and function of each Zhrozha within their jurisdiction. A Zhrozha is a local tribunal that governs a smaller locality, reporting directly to the regional Commander. Commanders are empowered to establish subministries to aid in the execution of their duties. Subministries are led by a Subcommander who is selected by the respective Commander, and subject to approval by the Divine Committee.

Zhukva Clergy
Parallel to the Dominion’s political hierarchy, the Zhukva clergy constitutes the spiritual arm of authority in Zuhlgan. Where the Arkava and the Divine Committee exercise temporal power, the clergy safeguards doctrine, interprets scripture, and enforces the moral order. This duality of rule has been a defining feature of the Dominion since its founding, ensuring that all state functions are subject not only to the will of rulers but also to the divine mandate of faith.
At the apex of the religious structure stands the Sacrosanct Privery, the governing body responsible for overseeing all clerical matters and interpretations of Zhukva doctrine. The Privery is composed of nine Akossos, four Yatkornaídvas, and the Divine Sovereign, each playing a distinct role in maintaining the faith’s reach across the Dominion. Collectively, they form the highest clerical tribunal of the Zhukva faith, working in tandem with secular institutions to align policy, governance, and society with sacred law.
The Akossos are the senior-most clerics, each responsible for a wide domain of religious affairs. They are entrusted with ordaining Zealataoris, the low-level religious bureaucrats charged with carrying out day-to-day administration and enforcement of doctrine within their domains. Akossos also possess the authority to appoint Yatalas, who form the backbone of Zhukva religious life. Present in every town, village, and city, Yatalas serve as local priests, adjudicators of moral disputes, and caretakers of communal worship. To be formally ordained as a Yatala, an individual must secure the support of four Akossos, after which their appointment is forwarded to the Divine Sovereign for confirmation. Although technically empowered to veto candidates, the Divine Sovereign has not rejected a Yatala nominee since 1902, making the role largely ceremonial in modern practice.
Supporting the Akossos are the Yatkornaídvas, a tier of high priests whose jurisdictions align with provincial boundaries. Their role is to harmonize religious practice within their provinces, mediate between local Yatalas and the Sacrosanct Privery, and act as conduits between provincial society and the higher clergy. This structure ensures that faith is not only centralized in doctrine but also responsive to regional variations in practice and culture.
Presiding over the Privery itself is the Divine Sovereign, who serves as its formal head and spiritual arbiter. Though selected by the Divine Committee, the appointment of a Divine Sovereign requires approval by the Celestial Sovereign, the highest position in the Zhukva faith. The Celestial Sovereign is chosen by the ordained clergy of Zhukva and confirmed by the Sacrosanct Privery, ensuring that the faith retains an autonomous source of authority distinct from the Arkava. By longstanding norm, no Arkava may simultaneously serve as Celestial Sovereign, a custom designed to preserve the balance between temporal and spiritual rule. The Celestial Sovereign thus embodies the supreme religious authority of the faith, providing a counterweight to the Arkava’s political supremacy.
Together, these institutions bind the Dominion’s political order to its sacred order. The interplay between the Divine Committee and the Sacrosanct Privery ensures that no aspect of governance is divorced from religious legitimacy, while the clergy’s hierarchical system extends the reach of doctrine into every locality of Zuhlgan.
