I have puppets in hundreds of regions but none of them are active in regional business, activities, government, military, etc.

They are all used to generate cards. They have no other purpose.
Bans:
I have been banned from regions that were raided. I have also been banned from regions because my nation was simply a card generating puppet (I think Talonia would be an example of that).

I honestly don’t recall what regions this happened in.
