This could stretch funding on member nations’ education budgets if they were to install things like mandatory performing arts classes. “Motivating” and “encouraging” do almost nothing. Basic education should have legislation in the WA. These kinds of things should be left to member nations.
I see the focus on using the WACH to “motivate” and “encourage” member nations, rather than mandating them do things, as being a way of facilitating the expansion of humanities programs if there is a desire for them, without forcing members to adopt them into their curriculums. There would (obviously) be very little desire in this current GA environment for a more heavy-handed approach. This still allows the implementation of the humanities in education to be done only at the discretion of individual member states, whilst providing interested parties with support in the form of the WACH. I don’t see a problem with that.
In addition, the WACH works as a centralized agency that can facilitate cooperation and collaboration between member states in humanities-based research and record preservation. I would argue that this makes the resolution valuable in-and-of itself.
