I don’t have time to do a super detailed analysis, but my overall impression is that this doesn’t really do anything. This information is 100% that which should be collected and disseminated, but the definition’s inclusion of non-governmental agencies, which are not mentioned again a single time, is strange, and the last clause enable member states to just not initiate investigations for missing persons, despite that finding these people is, like…the entire point of collecting their information in the first place. I’m going “abstain” for now, because at least most of the proposal is sound.

Proposals such as the “Missing Persons Coordination Act” require member states to cooperate in locating missing persons, which is a positive outcome - while also protecting hunders of millions of citizens’ born-rights to safe lives and the access to information. Regardless of the specific outcomes of a possible investigation that may-or-may not occur, international attention, political laverages and interest will shape global civil rights in the right direction.
