To this end, might I recommend the following amendment to the Charter, in lieu of the full Defense Act?

VI. The Executive

3. Defense policy shall be rooted in the defender principles of protecting innocent regions, promoting legitimate, native democratic institutions across the world, and fighting against forces of destruction and oppression.

a. The military will not engage in offensive operations to attack, destroy, vandalize, subjugate, or colonize any regions, except for regions which espouse hateful ideologies, or regions against which the Coalition has declared an official state of war or recognizes as hostile.

4. 3. The Prime Minister appoints ministers to assist in formulating and executing policy in the fields listed in the preceding clause, subject to approval from the Assembly in a manner prescribed by law.

5. 4. Ministers hold their offices for the duration of the executive term and at the pleasure of the Prime Minister, or until recall,resignation or loss of legislator status.

6. 5. Ministers may appoint and dismiss deputies, and delegate to them the duties of their office, at their own discretion.

7. 6. The Prime Minister may issue emergency orders to address immediate and pressing issues created by ambiguity or gaps in the law, but any such order will be reversed if the Assembly does not incorporate it into law within a week of its issuance.

It’s fairly obvious what the intent of this is. I’m pulling the principles directly off the Resolution on Adopting Defending Military Principles.
