Canis is basically the definition of progressive
Caeledia is socially progressive, and there’s a bit of progress politically speaking.
It’s been a Constitutional Monarchy for a good while now.
Canis is actively progressive and will work towards saving whoever if they can, it’s a prime reason why they can’t run submarines or mines, as they physically cannot be there to rescue POWs
Ex. An rp idea is that a fly ship is making deliveries to a city being besieged (specifically the Canis Consulate), and uses its diplomatic protection as a shield against being hit while bringing civilians out of the city

This is why there are civilian prefixed fly ships (CNCS, CNCFS)

I’m gonna have humans on the mainland and one or two other species in the colonies. Who are unoficially banned from the mainland. Conservative absolute monarchy be like. Maybe more of an oligarchy since power is split between the Kaiser, an unelected Council of rich and powerful people (generals, industralists, leftover nobles, etc.) and recently also a secret police force.

The western part of the Centauri Imperium is mostly humans, with a culture similar to edo era Japan, the east is mostly elves with a culture mainly based of medieval Germany.
