(10) The Council on Regional Security, the Prime Minister, and the Delegate will establish a line of succession for the Delegate seat.

Of course in practice, it will be a member of the CG.

If there is more than half the term left, a special election will then be held. Otherwise, we will wait until the next regularly scheduled election.

(2) Should the office of the Delegate become vacant, the next person in the line of succession will become interim Delegate until the next regularly scheduled election or special election, if one is required by law.
