[2513.AB] Expand CitComm Membership

I think that having only 4 members on CitComm is not enough to handle applicants especially during times of crisis or election season. And CitComm inst even at its max potential with only 3 members on the board today. In the interest of a more streamlined process I propose that we expand CitComm. I say a reasonable number could be 10 max but you guys can debate this.

For what I’m concerned we could also just get rid of any max amount of CitComm members. What utility does it have?

This is a solution that misdiagnoses the problem. We definitely fall behind on citizenship applications sometimes, and a possible explanation for the problem is always that there aren’t enough or people are too inactive to handle the applications. But the reason we didn’t appoint people is never that there was a statutory restriction on the number of appointments, it’s that there weren’t trusted/qualified/active people who could be appointed and approved for the role.

CitComm requires a really high level of trust, given they need access to people’s IP addresses to ensure that people aren’t submitting multiple fraudulent citizen requests. The number of people qualified and trusted and who have the time to actually do the duties of CitComm doesn’t grow as much as you think it does.

I feel this misdiagnoses the issue. We don’t necessarily lack members, but the process can be cumbersome enough that members won’t necessarily want to, or be able to, process an application on the fly, or at all.

Some comparisons betwene the CitComm’s vetting procedure vs the procedure of other big regions in NationStates may be useful. In the past, when I was on the old LegComm, it was simple enough that one person can solo all the opened applications in just one day and we didn’t mistakenly ignore any baddies. This was at the height of tension between us vs raiders and imperialists so there were plenty of espionage attempts but the process was good enough to fence against them.
