I’d like to propose the following change, to align with current practice:
The Election Commissioner pins a dispatch they create for the purpose of second round Delegate elections that include campaigns and information on how to cast a valid ballot. See here for the July 2024 dispatch, and here for the January 2024 dispatch.
I wouldn’t necessarily want that, since it means if the EC ever shifts away from someone who already has RO powers due to another position, then we permanently lose the RO spot to someone who is legally prohibited from using those powers for other actions.
How about that? It adds a sentence, but I think it’s useful. I am sure a delegate (present or future) will not mind continually changing the position, but this allows less meddling in roles.
I would think it’s redundant, since the other clauses would already be providing that legal permission to hold an RO slot, but I’ll leave it open for others to comment on.
I may be tired and not reading clearly (or simply dense), but how do the two sentences in this proposal operate together? The first gives the EC permanent RO powers, while the second seems to obliquely qualify that grant of power to apply only during election periods unless the EC occupies another RO position. That is how I understand the current system and relevant laws to work, so what is the purpose of the change?
