[2433.AP] The End of CitComm

I have to say that I support the gist of this proposal.

Which proposal?

I suppose the question is if there is even anything that needs proposing. Obviously bills can be drafted in almost any situation but it does seem to be that the solution here goes through CitComm adjusting its own internal procedures.

After reviewing this thread at length, here are my thoughts:

Roavin's original proposal to nuke CitComm is reasonable and has my support. With respect to granting the CRS the power to suspend citizenship after the fact of CitComm granting it, I also support that. As someone who did a small one-time stint as a member of LegComm, I know how tedious and mundane this process is. In all reality, it's a boring job in which, most of the time, you're doing clerkwork of "yes", "no", "needs further review", yada yada yada. We can just automate most of this shit.

But when I see the potential of granting the CRS this new power of suspending citizenship, I see something that gives the CRS greater activity and greater leeway in oversight while also being checked by the Court. Putting my gamer hat on, I’m just gonna say that the CRS operates a lot like the Strategic Homeland Division in The Division. In ordinary times, the CRS more often than not does nothing. Like literally nothing.

“Oh, someone’s breaching the endo cap! Finally! Something for us to do!”
Some random CRS member in the back

It should be no secret that the CRS is almost like a glorified retirement home for the most trusted and treasured members of our community but were rarely active during their latter days in the CRS (e.g. Farengeto and Tsu).

And honestly, the CRS could do with some added responsibilities, especially as it relates to regional security (just like EA Sports, it’s in the name™).

This doesn’t make sense to me. If your argument is the CSS is functioning like a retirement home for otherwise inactive members then why would you want to assign more duties to the CSS without also introducing more structural reforms to ensure CSS are actually up to the task?

You’re right to ask that, and I should have been more specific. Outside of proscription and endorsement cap regulation and enforcement, the CRS doesn’t do much when the region isn’t in the middle of a state of emergency, nor does it have the authority to do much. That’s what I’m getting at. Introducing this new dynamic where the CRS can suspend citizenship on suspect individuals can help change that and introduce new activity in a quieter part of the region.

I think that if we expect citizenship suspensions to be a regular occurrence — I don’t — then that seems self-defeating with respect to the reasons to support this direction of reform in the first place.
