I think that’s quite enough. If you need a definitive reading of the law you, like all citizens, have a right to submit a legal question before the High Court.

Interpretation. If the Assembly “holds the supreme legislative authority”, it is clear that all laws must be approved by it. And, as the Assembly is made up of Legislators, not members or citizens, they are responsible for the decision.
If you still find it incoherent, I recommend doing what Kris suggested.
