Resolution Authorising Military Action against Ryccia

Friends and neighbours,

Cordilian peace is under attack once more and requires action from this distinguished body. Ryccia represents a threat to the Cordilian region and must be sequestered for their egregious conduct in international affairs. Their invasion of Doge Land and use of banned weapons must be responded to in kind, proportional to the severity of their actions. Ryccia and its forces must not be allowed to engage in warfare beyond its borders with impunity and disregard for international law. There must be justice.

The Valkyrian delegation presents a draft resolution authorising international military action against the Ryccian military regime. The Resolution Authorising Military Action against Ryccia, or RAMAR, will provide states with permission from the World Forum in conducting military activities against Ryccian forces operating beyond Ryccia’s borders and will retroactively authorise actions taken by the League of Cordilia against Ryccia in the defence of Doge Land and allied forces in the region.

We look forward to discussing this draft resolution and improving its language throughout the drafting process to ensure a thorough and comprehensive authorisation of military force against Ryccia and provide remedies toward Cordilian peace and justice.

Standard Resolution Authorising Military Action against Ryccia

Whereas Ryccia has repeatedly engaged in conduct unbecoming of a state in international civil society,
Convinced that Ryccia will not engage in good faith attempts toward peaceful mediation,
Repulsed by the Ryccian military regime’s constant disregard for peace,

The World Forum hereby authorises military action against Ryccia as outlined in this resolution.

Section A — Scope

  1. The World Forum authorises member states to engage in military activities against all Ryccian military forces operating beyond the territorial jurisdiction of Ryccia.
  2. The World Forum retroactively authorises military action undertaken against Ryccia following the Ryccian invasion of Doge Land.
  3. All military action conducted against Ryccia shall be limited insofar as to respect the national sovereignty and consent of all states involved. Third states must have authorisation from the state in which military activities against Ryccia shall occur.

Section B — Conduct

  1. All member states engaging in military action against Ryccia shall do so in strict accordance with existing international law.
  2. No member state shall engage in military action against Ryccia alongside a state that acts in contravention to international law.
  3. All member states are reminded to conduct themselves in such a way that does not put civilians or surrendering enemies in danger.

Section D — Revocation of Authorisation

  1. The authorisation of military activities against Ryccia as outlined in this resolution shall be revoked when the following criteria are met:
    a. Ryccia withdraws all of its military forces operating beyond their territorial jurisdiction.
    b. Ryccia is no longer found to be a direct and immediate threat by its neighbouring states.
  2. The authorisation of military activities against Ryccia as outlined in this resolution shall be temporarily revoked when the following criteria are met:
    a. Ryccia asks for a ceasefire and negotiations toward the perpetual cessation of hostilities.
    b. The ceasefire is strictly observed by the Ryccian military without violation.

Esteemed members,

The CBR is glad to see a member of the League of Cordilia finally take the initiative in the World Forum.

We note, for the record, that it is dangerous to establish a precedent where military force is authorized after it is used. “Shoot first, ask questions later” is a doctrine for international instability, not international peace. There is something ironic in the fact that nations that previously declared no authorization was needed in order to wage this war now celebrate an effort to provide that supposedly unnecessary authorization.

Nevertheless, those nations have shown they are are unwilling to reconsider their flawed interpretation of international law. They have not even agreed to bring the matter before the International Court, clearly holding their own interpretation of international law above the institution that exists for the sole purpose of interpreting it.

It is also true that the actions of the Ryccian junta pose a significant risk to international stability. The unjustified use of force by any party warrants rebuke and resistance, and this is no different for the Ryccian junta. The recent reports of the use of chemical weapons warrant even greater concern.

Given that conflict in Doge Land and Ryccia is likely to continue irrespective of whether this resolution is adopted, and the Ryccian junta has shown it is willing to escalate the conflict with chemical weapons, the CBR supports this resolution in principle.

However, the CBR believes that the proper implementation of international military action would best be achieved through a standard resolution implementing an international peacekeeping mission. The standard measures available to the Assembly are designed specifically for the purpose of allowing the World Forum to take action against any nation, organization or individual in a proportionate and appropriate manner. Simply authorizing military action does little to ensure international coordination and continues to allow individual nations or groups of nations to intervene simply according to their own self-serving interests within the confines of international law.

On a procedural note, the CBR will not vote on this resolution until it is motioned and seconded, and urges the Speaker not to recognize the statement by the ambassador from the United Provinces of Rhayna, Alla-gy and Néa-gy stating a vote of Aye.

I have had enough, Li Huang, did you even read this Resolution? You keep saying that we are making the war worse, no, we are not. You are just wasting our time, Mr. Speaker, I request that we currently ignore the CBR’s representative and their idiotic proposal. Also, we could try to take this war to the International Court, but we all know the Ryccian Junta won’t show up, and it would be a waste of time anyways. You don’t know how a modern war works do you? We have built weapons that can kill even more efficiently and the Ryccian Junta is using gas for peat sake! Who knows when they’ll push the red button and end us all. The Valkyrian Republic asks the honourable Speaker to reject the motion to vote on this resolution. We are still very much in the drafting process, and we should vote when this resolution receives due consideration from the membership of the World Forum.

The honourable representative from the Central Bailtemmic Republic makes good points that should be addressed and not rejected out of hand. On their point of precedent, we believe that these are extenuating circumstances that saw nations come to the aid of their allies, and the retroactive authorisation granted by this resolution should be interpreted with the circumstances in mind. On the other hand, we support the CBR’s idea of establishing a peacekeeping mission in the spirit of international cooperation and reducing opportunities for states to act out of self-interest instead of collective good.

We can’t possibly take the CBR proposition seriously, each time their ambassador spoken they have shown how little they care about Cordilia.

They will not do anything for the LoC, and let’s be honest, even if they don’t have a particular hate for the League, it’s still easier for them to ignore the conflict and let Ryccia do whatever they want, why would they spend a little time to think about how to solve the conflict if they aren’t even in Cordilia?

We have seen these days how a bunch of nations join the conflict just to pull out benefits from the suffering of Doge Land population, and the CBR is no difference, who knows what they want from the LoC, but if they haven’t supported us yet at least with a package of social helps then it cannot be good.

Ambassador, we ask you with the respect we give to any nation that is truly suffering from this conflict directly or indirectly, we should not take the CBR words in account if they aren’t going to say something that makes sense in the near future.

Not only they have obviously showed that they do not care for the outcome and that for them we are disposable toys, but they will never take us seriously, ever.

There are a few points that the CBR feels must be made at this point in the discussion.

Firstly, no idea should be ignored simply because of the nation which proposed it. Ideas should be considered for the merit they hold, and not disregarded simply over disagreements with another nation.

The Central Baiiltemmic Republic has not approached recent events with any predetermined agenda or bias. Our policy is simple: we support an authorized use of force against the Ryccian junta, and we support authorizing such use of force. We can not, however, support unauthorized use of force. Accordingly, we believe that while unauthorized use of force must be met with a proportionate force, we also support the principle of this resolution in authorizing the use of force.

What fellow member states will not see is the CBR ignoring the voices of other member states without considering their ideas. There are nations in this debate who have questioned whether I have even read the proposed resolution, and there are nations in this debate who have accused the CBR of defending a possible genocide. In spite of all of those disagreements, we continue to support the goal of this resolution, to authorize military force against the Ryccian junta. We have not closed our ears and simply dismissed our fellow member states as being rude, lacking common sense, or bearing a hatred for the CBR. Insteaad, we have considered the ideas presented based on their own merit.

Despite this, some of our fellow member states seem intent on ‘ignoring’ the CBR and excluding it from the democratic process. If there is a legitimate reason for the suspension or removal of the CBR as a member, it can and should be presented as such. In the absence of any such reason, the world will forever note which nations seek to listen only to the voices that agree with them.

Secondly, this discussion should remain civil and dignified. Resolution 1d specifically states that “undignifying language” and “insulting or threatening an official” are offenses for which the Chair of the Assembly may issue warnings, suspend speaking rights, and/or impose other sanctions. It is highly disappointing that some fellow ambassadors have decided to ignore these provisions and resort to ad hominem attacks instead of meaningful policy discussions. For instance:

  • Ambassador Frere of the Republic of Eflad has “appeal[ed] to the ambassador of the CBR to get some common sense.” This is a clear insult that suggests the ambassador of the CBR does not have common sense. It also provides no substantive input, at all, into any proposed resolution.
  • Earlier in this debate, Ambassador Brown of the United Kingdom of Emerald-Denver referred to the CBR’s proposed ideas as an “idiotic proposal.” If this is not undignifying language that has no place in the World Forum, then I do not know what is. It also, once again, offers no substantive input, at all, into any proposed resolution.

I do not wish to convey any personal offense. I must ask, however: can our fellow member states point to any instance in the World Forum of the CBR resorting to such conduct? I strive to hold myself to a higher standard of conduct than that, and some of my fellow ambassadors, clearly, should do the same.

Thirdly, international cooperation is the only path forward. It allows all countries to help based on their unique situations.

Ambassador Savvidis of the UPRAN questions why the CBR has not even sent “at least […] a package of social helps.” Unfortunately, due to a long history of imperialist and foreign exploitation, one of the poorest countries in Pacifica. We have a nominal GDP per capita of just $1,014. The UPRAN, by comparison, has a nominal GDP per capita of over $34,000. You tell me, which of these two countries is better prepared to provide aid and support? Furthermore, we do not have the transportation infrastructure to simply deploy aid at a moment’s notice across the South Pacific Ocean to Doge Land.

This is why a coordinated international effort in peacekeeping and humanitarian aid must be made. The CBR would be happy to scrounge up what resources it could find in order to aid in such a mission, but it cannot do so without a well-planned international framework for doing so. If other nations are not interested in such assistance from the CBR, that is their choice to make. If they choose to make that choice, however, it would be unjust to simultaneously blame the CBR for not taking action.

Lastly, we continue to believe that retroactive authorization is not necessary. The nations currently fighting in Doge Land have made it clear that they believe their actions are justified, even without authorization from the World Forum. Authorizing future actions, not past ones, is what would enable more nations to support Doge Land and combat the Ryccian junta. While these are certainly extenuating circumstances, retroactive authorization does not actually improve those circumstances.

Members of the court,

Before I begin, we would like to remark that the allegations set forth by the delegate of CBR is very serious on the question of inter-ambassadorial insult. These allegations, which bear possible sanctions of a national delegate, are not of a proper agenda of this current forum, and should be discussed on a separate time.

In principle Huawan wholeheartedly agrees with the position by Ambassador Huang of the CBR. Ignorance of a nation on equal grounds at this forum is not wise, the World Forum is a place where all discussions should be civil and is states equal. Regardless of the economical power between member states, nor the GDP.

The importance of international cooperation is a path that has always been upheld by the World Forum. Cooperation and communication between member states is of tantamount importance to ensure equitable actions towards resolutions, and the tenets of international law strong. In unity, we draw strength, and in cooperation, we form peace.

Huawan is in agreement with the international coordination of aid towards the displaced citizens of Ryccia, Ikaranara, Doge Land and Terelia, and would nominate the WF Health to coordinate these humanitarian aids. We also believe the retroactive authority will not only be futile in impacting anything positive in the current events at hand, but also set a precedence that only the WF may authorise the exercise of sovereign self defence, which, while noble, is not under the responsibilities of the WF.

Once more, Huawan continues, and shall always, reserve our sovereign right of self-defence upon an armed attack occurs against the Peocracy of Huawan and our allies. The provision of a peacekeeping mission in live conflict in Cordilia must not impair our sovereign right of self defence at any cost and measure.

It is also important to point out in the document on which Ryccia is classified in this document for legality reasons.

Therefore, we wish to amend the resolution presented by ambassador Sanna Dagnysdotter of Valkyria.

  2. The unified provision of Humanitarian aid by member states shall go through a body and officer of the WF Health Committee.
  3. The Channel of Provision for Humanitarian aid will not adhere to current embargo and trade restriction laws.
  4. Items of Humanitarian Aid must follow strict international standards set by the WF Health Committee under prior conventions of international law
  5. The protection of these provisions of Humanitarian aid under neutral peacekeeping forces that would adhere to the conduct of engagement and authorisation of the WF.

The Gianlucian delegation supports the resolution in principle, but we also see some of the points raised by the delegates of the CBR. Addtionally to that, we have to criticise the current drafts by the delegacies from Valkyria and Huawan of being not in line with WFR 1d. Therefore we will work on an altered version of the text to present to the Assembly.

We commend the spirit of this resolution, however, with the right to collective self-defence, we would argue that a resolution that allows member states to intervene militarily would be superfluous. Furthermore, it is the right of the defenders to engage Junta forces regardless if they operate in or beyond the territorial jurisdiction of Ryccia for as long as it takes to neutralise the threat.

However, we would be open to discussing making it a joint WF intervention.

Furthermore, we see potential problems with having neutral peacekeeping forces protect the humanitarian aid missions. Would they for example have the mandate to fight their way to a besieged city or enforce no-fly zones for instance? And how would that really set them apart from other forces?

The motion to vote is rejected as the resolution at hand is still eagerly debated. Noting that there are multiple drafts being proposed.

That being said I do share the concerns brought up by the CBR concerning the retroactive nature of a proposed resolution. Dare I say that we might now change our perspective on the Izaakian intervention in Nicholas & Great Britain and all the faults that have followed it?

I also lack the vision and direction in Valkyria’s original proposal through a joint WF operation. Unity with a precise directive is what we need. As Sedunn stated, a joint WF intervention is needed to resolve this situation as soon as possible. While I commend the vigourous passion to intervene, I fear having uncoordinated interventions will only further spiral the situation into an even worse calamity.

I also kindly remark that these halls are meant for productive discussion and any resolution should stick to its substance and not be embezzled with allegations. We have plenty measures to handle such situations. As they do say so in the business world: get to the point.

Finally there are excellent discussions that would finally show credibility of this resolution than Ambassador Meise’s pathetic attempt at trying to filibuster this resolution.

A united intervention is indeed the goal, Huawan maintains that coordination would be done in equal footing, not under a single entity like the WF. Even as we speak our forces cooperate with the Doge, Ikaranaran and Terelian command. If we would like to designate a command for this united intervention, we could possibly recommend the Ryccian government in exile, which has been recognized in a previous resolution of the court.

What the delegate from the CBR proposes in retroactive authorization may indeed flip the entire forum upside down. Not only could we instead amend how we would look at the Izaakian intervention in NaGB, but also the Reizen intervention by Frost, and the CE operation in Spiras.

Neutral peacekeeping force, as Huawan has experienced in the Reizen theatre, is necessary to safeguard and ensure the movement of humanitarian aid to anyone affected from this war. It’s neutrality would be assured by both the Ryccian Junta and the WF, that their duty is to ensure aid, and nothing more.

Huawan does not know how long this war is going to last, but the longer we continue to discuss this the more consequence innocent lives would encounter. The WF must ensure the safeguard of humanitarian aid on both sides in order for it to work. Therefore we ask you for the immediate discussion and motioning to be done in urgency!

The Republic of Myria would like to raise the concern of putting a joint WF intervention under Mirrey command. Firstly, it would look like the World Forum would have taken a stance in the conflict and give legitimacy to the Mirrey government which we currently find to be unsubstantial for a joint WF mandate. Secondly, while the Mirrey government has been in “conflict” with the Ryccian junta, we highly question their capabilities and even commitment to such an operation. Their combat has been limited to cyberwarfare and only committed 300 troops in Doge Land. We find that the Mirrey government is inadequate and lacks military knowledge to be put in charge of such a large operation.

Terelia is unsure as to why we’d need a proposal to launch a counterattack. This poses an interesting legal conundrum as to whether a nation in a defensive war can strike back or not unless first allowed to do so by an international organization, which would be doing none of the fighting.
In other words, we wish that a swift counterattack may be allowed, and do not see the point in seeking consent from the World Forum, wasting it’s and the honorable delegates from our fellow countries’ time.

Thus Huawan proposes that a WF military intervention be done in the idea of equal cooperation and communication. Instead of movement under a single arbitrary command. Ensuring that needless intervention or riff raff would be absent in ensuring a swift end.

It is clear the matter at hand has undoubtedly a sense of urgency to it. However, I must say I’m rather disappointed with the lack of professionalism in this Assembly. I need not remind all members that this Assembly has passed reformations to this institution through World Forum Resolution 14, detailing the new proceedings of the Assembly of the World Forum. That being said…

The Stoinian delegation hears the concerns of the Gianatlan delegation and discards the accusations of filibustering by other delegation. The law is the law, colleagues and cannot be circumvented despite the precarious circumstances or we risk to become the very evil we try to fight right now. I will also remind this Assembly that we have previously passed a standard resolution concerning the Ryccian junta and the Stoinian delegation proposes the following amendments to World Forum Resolution 15 combining the input from all of you.

Section B — Explanation of Necessity and Proportionality

  1. Due to the nature of the Junta and them not representing the legitimate government of the Ryccian Federation and furthermore due to the brutal actions taken not only against their own citizens, but also against those of member states of the World Forum and members of families of one of our delegations, and additionally due to their extremist views and actions in the Valoran Civil War, the Assembly hereby assesses, that the situation in mainland Ryccia is an emergency situation, in which sanctions according to WFR 1d Sec. F Subsec. 2 Ltr. a-f cannot be considered effective. Therefore they are skipped in accordance with WFR 1d Sec. F Subsec. 1 S. 3.

  2. The condemnation will help the international community especially the World Forum to reach the goal of the isolation of the Ryccian Junta . Through the condemnation, nations all around the world are alarmed to cut any ties to the Junta which is violating international law and human rights. This condemnation will not hinder any nations in their actions, but it sends a signal to the international community with what they are dealing with.

  3. The calling of the International Court shall help in opening a case against any war criminal from the Ryccian Junta . The WFIC is also able to suggest or impose necessary sanctions, this Assembly cannot pass. As the Junta has not shown respect to general international law, human rights and the Grovne Convention, it is questionable, whether the calling of the WFIC will have much of an effect during the conflict and will not just play a huge role after the end of it. Therefore the Assembly shall pass additional standard measures.

  4. The Assembly skips the standard measure of suspension due to the Ryccian Junta not being represented in the World Forum. Suspending the Mirrey administration, to which the Ryccian delegation has plead allegiance to, would be wrong sign to the world and also to the Junta , that would feel legitimated to represent Ryccia on the international stage officially.

  5. The severe economic sanctions towards the Ryccian Junta will ensure that the Military Junta isn’t provided with material capable of producing weapons. The sanctions will isolate the Ryccian Junta and its economy further weakening the military force. This measure is necessary, as it provides a strong leverage against the Junta and only affects the Ryccian Junta’s side. The weakening of the military through economic sanctions will help ensure a peaceful transition to a civil government of, by and for the people.

  6. The Assembly skips the standard measure of diplomatic sanctions due to the Ryccian Junta being already isolated from the international community and not pursuing any communiques through diplomatic channels. Nor does the Ryccian Junta hold distinct positions in its governance to be targeted by these sanctions. Therefore, the Assembly believes that diplomatic sanctions cannot be considered effective.

  7. The Assembly skips the standard measure of an international blockade due the the Ryccian Junta’s access to ICBM, nuclear & chemical weaponry and access to technology that allows them to deploy such weaponry even if an international blockade were to be implemented. Moreover, the Ryccian Junta is currently at war with neighbouring states and their allies, effectively already in a blockade. However, the Assembly also recognizes the Ryccian Junta has command over multiple overseas ballistics missiles which would render an international blockade ineffective. Therefore the Assembly believes that implementing an international blockade cannot be considered effective.

  8. The Assembly calls for a peacekeeping mission to put an end to the Ryccian Junta’s threat to Cordilia and Pacifica as a whole. The Ryccian Junta has continuously proven that it will not cease its aggressive actions. Therefore the Assembly believes in the implementation of a peacekeeping mission to ensure a peaceful transition to a new Ryccian civil government.

Section C — Implementation

  1. The World Forum hereby condemns the Ryccian Junta for its gruesome and barbaric violations of international law, human rights, and human dignity against the people in Ryccia and Valora, as well as the attack of Snolland’s capital.

  2. The World Forum Assembly hereby forwards the preparation to file a case at the WFIC against the war criminals and leaders of the Ryccian Junta to the INL. The current Officer and his/her successor together with the judges at the Court shall bring justice to every innocent person tortured and murdered by the Ryccian Junta .

  3. The members of the World Forum are to implement severe economic sanctions including, but not limited to, an embargo on all military equipment (including but not limited to weapons, munition, and radio), as well as equipment which can be used militarily; embargo on steel and steel products; embargo on electric chips and semiconductors.

  4. As an essential part to guarantee a peacekeeping mission, the World Forum encourages member states to engage in military activities in strict accordance to existing international laws against all Junta -controlled military forces. All military action conducted against the Ryccian Junta shall be limited insofar as to respect the national sovereignty and consent of all states involved. Third states must have authorisation from the state in which military activities against the Ryccian Junta shall occur.

  5. a. The recommendation of military activities against the Ryccian Junta as outlined in this standard resolution shall be revoked when the following criteria are met:
    I. The recommendation of military activities against Ryccia as outlined in this standard resolution shall be revoked when the Junta-controlled Ryccian forces permanently cease hostilities against Doge Land, its Allies and third states.
    II. Ryccian Junta is no longer found to be a direct and immediate threat by its neighbouring states.
    b. The recommendation of military activities against the the Junta-controlled Ryccian forces as outlined in this standard resolution shall be temporarily revoked when the following criteria are met:
    I. Ryccian Junta asks for a ceasefire and negotiations toward the perpetual cessation of hostilities against Doge Land, its Allies and third states.
    II. The ceasefire is strictly observed by the Ryccian Junta military without violation.

  6. The goal of the implemented World Forum peacekeeping mission is the removal of the Ryccian Junta from power and the return of a civil government on mainland Ryccia.

We thank the Speaker, also in his role as Stoinian ambassador, to bring reason and neutrality into this debate and welcome this lawful and detailed proposal on how this forum can take action against the junta quickly and decisively.
We only have one point of criticism, which is that we do not agree with the essential skipping of blockading the junta militarily in Section B, Subsection 7 seemingly out of fear to be attacked by ballistic missiles.
It is true, the junta has access to these weapons and they can render the blockade less effective than if we’d impose them on other territories, but that shouldn’t be a reason to yield before the junta and negligently provide space for junta members to receive logistical support or a way to flee from their enemies rightfully trying to take them down and, hopefully, presenting them to the WFIC later down the line.
Provided the draft will be changed in a way, that a blockade against the junta will be imposed, Gianatla motions for that amended draft to be put to a vote.
