While the norms for what SC Declarations can do is changing in the new meta, this sort of proposal is better suited to the General Assembly.
On the other hand, you have access to a lot of history on NS that can be put into a Declaration, which is usually used to establish narratives, describe historical events in both gameplay and roleplay that significantly affected the course of a region’s or an organization’s history, or to declare a status quo that is important enough for the world to recognise.
