No Access to Required CitComm Tools

Hello!

I noticed today that I do not have access to the tools needed to perform various CitComm duties, namely the staff area granted through moderator powers.

I’m not entirely sure when the issue would have started, though I guess I first noticed it (without realizing it) when I couldn’t see the CitComm procedure thread after the CitComm nation password was updated, after NS came back online.
