There’s no single event that has earned NPO their reputation, as it has been earned through a long track record of meddling in and using other regions, including their allies. To quote TEP’s recent gameplay post, “They are a worse ally than they are an enemy.” I’m sure @Welly can give you a better overview of what has earned them their reputation though.
