January 2026 State of the Assembly Report

Esteemed Legislators,

I am pleased to submit for your review and consideration the January 2026 State of the Assembly Report to account for the business of the Assembly during the preceding month, inform of any key developments and goals by the Chair, and present the results of the monthly compliance review for all incumbent legislators.

While the Assembly has been understandably less active in the preceding month, likely due to the holiday season this did detract from the activity that did take place, including a discussion and subsequent vote on matters of constitutional law and voting rights, showing that the Assembly remains ever committed to serving as a forum for public discourse and quality lawmaking.

I finally take this opportunity to hope all legislators had a very happy holiday season and that the coming year will bring joy to all.



Discussions and Votes

The Assembly currently has no ongoing discussion of a public nature.

The Assembly held the following votes:

Chair Announcements

Retirement of the Legislative Activity Spreadsheet

Following an internal review of the Legislative Activity spreadsheet, the Chair has concluded that it no longer meets the needs of the Assembly in terms of ease of consultation and statistical processing, and therefore has made the decision to retire it and conserve it as a historical record of previous votes and membership changes.

Thanks are extended to @Farengeto for their tireless work in maintaining access to the spreadsheet over the years.

In its place the Chair is hereby introducing the Legislative Information Portal, a spreadsheet that is intended to facilitate the recording of key information in such a way that:

  • The Chair no longer needs to create a new tab for each month.

  • The Chair will have an semi-automated tool to conduct monthly compliance checks.

  • The public will have easier access to statistics and tools to consult turnout and participation over time.

Leniency for Compliance Checks

Following a review of the policy on the use of leniency when conducting the monthly compliance check required by the Legislator Act, the Chair hereby announces that moving forward leniency will be given to legislators who have failed the voting requirement only under the following circumstances, in all cases subject to a warning recorded on the State of the Assembly Report and the Legislative Information Portal:

  • Usually Compliant: The legislator has not been warned or removed (due to resignation or non-compliance) in the previous three months.

  • New Legislator: The legislator joined no earlier than 7 days before the start of the month under review and has not been removed (due to resignation or non-compliance) in the previous three months.

  • Special Case: The legislator failed the voting requirement due to unavoidable circumstances that warrant special considerations.

Compliance Check

The Legislator Act mandates that the Chair remove any legislators who:

  • No longer hold citizenship.

  • Were absent from all votes held in the preceding month if only two were held, or more than one third if three or more were held, excluding votes held while on leave.

The Chair extends leniency under the following circumstances:

  • Usually Compliant: The legislator failed the voting requirement but has not been warned or removed (due to resignation or non-compliance) in the previous three months.

  • New Legislator: The legislator failed the voting requirement but joined no earlier than 7 days before the start of the month under review and has not been removed (due to resignation or non-compliance) in the previous three months.

  • Special Case: The legislator failed the voting requirement due to unavoidable circumstances that warrant special considerations.

The Assembly held 1 vote in the preceding month, therefore legislators must be present for at least 0 votes in order to comply with the voting requirement.

Pursuant to the Legislator Act, the Chair hereby removes and/or warns the following legislators due to non-compliance:
