Per Kringleās two consecutive Discord posts in #government-discussion:
If less than half the term remains then the Local Council would indeed have to appoint someone to fill the vacant seat.
If the Local Council does not do that then the Delegate has to do it, and if the Delegate does not do it either then the Election Commissioner certifies the appointment of the next candidate who wouldāve otherwise been elected in the most recent election.
