IV. THE ASSEMBLY

Establishing legislative authority in the Assembly.

(1) The Assembly holds supreme legislative authority in the Coalition, and is comprised of all eligible legislators.

(2) The Assembly shall have the sole power to declare war and conclude peace.

(3) A declaration of war shall require a three-fifths supermajority of legislators voting to pass.

(4) All officials whose appointment is subject to Assembly confirmation and who have served in their appointed office for more than six months shall be subject to annual retention votes, which shall commence on March 15. If a retention vote conducted pursuant to this section fails to pass, then the officer shall immediately cease to hold their position.

Chair of the Assembly

(4) (5) The Assembly will elect a legislator as Chair of the Assembly. The Chair is responsible for maintaining order and decorum, and helping guide Assembly debate into the creation of bills. If the Chair is recalled, resigns, loses legislator status, or is otherwise not in office, a new Chair will be elected. The date, time, and manner of electing the Chair will be set by the Assembly in a law.

(5) (6) The Chair may appoint a deputy or deputies from the Assembly, to whom the Chair may publicly delegate any powers, responsibilities, or special projects of the Chair, subject to all regulations and restrictions imposed upon the Chair by law. The Chair may dismiss such deputies.

Legislator Eligibility

(6) (7) All citizens of the Coalition are eligible to attain legislator status through an application. Continued legislator status requires compliance with all applicable requirements as specified by law.

Legislative Procedure Act

An act to define the procedural rules of the Assembly

1. Legislative Rules

(1) Any legislator may propose a bill, resolution, or appointment, which will be debated and refined collectively in the Assembly under the guidance of the Chair.

(2) Retention votes required by the Charter shall be introduced by the Chair of the Assembly or their designee.

(23) To be brought to a vote, a specific draft of a bill, resolution, retention vote, or appointment must

1. receive a motion to vote by a legislator,
2. receive a second by another legislator,
3. be affirmed to be in proper formatting by the Chair, and
4. have been at debate for a minimum period of time equivalent to the length of its voting period.

(3) General laws, amendments, resolutions, retention votes, and appointments will remain at vote for three days. Constitutional laws, constitutional amendments, resolutions dealing with matters of constitutional law, declarations of war, and treaties will remain at vote for five days.

(4) General laws, amendments, resolutions, retention votes, and treaties require a simple majority of those voting to pass. Appointments, unless otherwise specified, require a simple majority of those voting to pass. Constitutional laws, constitutional amendments, resolutions dealing with matters of constitutional law, and declarations of war require a three-fifths supermajority of those voting to pass.
