Maybe not. And I take Henn’s point about the workload involved in expanding the Act’s coverage. Having yet to start my review in earnest, I have no basis to dispute that the increased effort would be significant.
I suppose the scenario I was contemplating was something like the following. A major diplomatic incident occurs between two foreign regions. The MoFA briefs the Cabinet on these developments and the Cabinet begins discussing the incident and how it could impact our relations with those regions, whether one side’s actions were more in line with TSP’s interests, etc. That strikes me as unrelated to any particular decision, but also the type of discussion that the public might reasonably expect to be released, at least as soon as any foreign affairs or security sensitivities have passed.
